Job Description

The Plans Reviewer reviews residential and commercial construction plans and supporting documents to verify compliance with adopted codes and applicable City, State, and Federal requirements prior to permit issuance. The position provides technical guidance to applicants and the public, coordinates plan review activities with City departments and outside professionals, maintains accurate plan review records, and serves as backup to City code inspectors as needed.


  • Review residential and commercial construction plans and documents for compliance with applicable City, State, and Federal rules, regulations, adopted codes, ordinances, and permitting requirements.
  • Provide written directives and plan review comments necessary for the issuance of residential and commercial construction permits.
  • Read and interpret blueprints, construction drawings, specifications, and related technical documents.
  • Coordinate plan review activities with the Fire Department, Planning Department, Utilities Department, City Engineer, and other departments as necessary.
  • Provide information to citizens, builders, developers, architects, engineers, contractors, and other members of the public regarding building code, zoning, sign ordinance, permitting, and inspection requirements.
  • Identify deficiencies in submitted plans and facilitate required corrections; assist builders, owners, and design professionals in understanding how corrections may be made to achieve compliance.
  • Assist the public with building code questions and interpretations.
  • Interpret, apply, and explain construction-related codes, regulations, policies, permit requirements, and inspection procedures in a courteous and effective manner.
  • Maintain records and documents collected and created as part of City plan reviews.
  • Prepare clear and comprehensive reports, logs, permits, memoranda, correspondence, and plan evaluations.
  • Conduct plan review for commercial and residential construction projects.
  • Perform or assist with field inspections and serve as backup to City code inspectors as needed.
  • Make accurate mathematical computations related to plan review and construction requirements.
  • Evaluate and recommend improvements to systems and procedures related to Building Division operations.
  • Exercise sound independent judgment in complex or difficult situations within established guidelines.
  • Perform other related duties as assigned.

  • Minimum of two (2) years of education from a university, community college, trade school, or technical school with a concentration in construction or a related field.
  • Minimum of two (2) years of experience in construction or construction inspection.
  • ICC certification as a Residential and Commercial Plans Examiner, or the ability to obtain the required certification within one (1) year of employment.

Knowledge, Skills, and Abilities:

Knowledge of:
Construction-related codes, regulations, policies, permitting requirements, and inspection processes applicable to residential and commercial development.
Construction plans, blueprints, technical drawings, specifications, and related documents.
Building Division records, plan review documentation, and administrative reporting requirements.
Skill in:
Reading and interpreting blueprints, construction drawings, specifications, City policies, procedures, written instructions, safety materials, signs, labels, and general correspondence.
Preparing clear and comprehensive reports and correspondence regarding administrative and technical matters.
Communicating effectively, orally and in writing, with City staff, supervisors, public officials, construction professionals, outside agencies, contractors, private representatives, and the public.
Organizing time and resources, planning work, establishing priorities, and managing multiple responsibilities.
Performing basic mathematical calculations using whole numbers, common fractions, and decimals.
Ability to:
Establish and maintain effective working relationships with City staff, public officials, construction professionals, outside agencies, contractors, and the public.
Think quickly, maintain self-control, and adapt to stressful situations.
Use good judgment, effectively solve problems, define problems, and respond appropriately to a variety of situations.
Interpret and enforce departmental policies and procedures while communicating requirements clearly and professionally.
Make sound independent judgments in complex or difficult situations within established guidelines.
