About the Role:

Wilcore is hiring a Senior Product Manager to support an enterprise cloud-based data and analytics platform for a federal health agency. The platform provides governed data storage, engineering and analytics tools, platform integrations, and policy controls for data practitioners across the enterprise, and supports advanced use cases including data science, machine learning, and artificial intelligence.

In this role you will align with agency leadership to define platform Objectives and Key Results, create and maintain the product roadmap, define and promote the platform's value to its customers, operate outcome-driven execution and ceremonies, lead platform-wide product management and documentation, and ensure customer experience data is collected at key touchpoints as customers move through intake, onboarding, and use of the platform.

Contract Contingency Notice:This position is contingent upon contract award. Employment offers will be extended only upon successful contract award and client approval. Candidates may be considered and interviewed in advance to support rapid onboarding should the contract be awarded.

What you'll be doing:

Operate the Product Management Framework: Establish and operate a platform product management framework covering OKR alignment, evolving roadmaps, backlog creation and grooming, sprint planning and execution, release planning, and outcome-oriented reporting, aligned to existing agency OKR and portfolio review guidance.

Own the Product Roadmap: Lead the development, publication, and maintenance of the product roadmap, including customer experience milestones, platform-level epics, team swim-lanes, and the identification and resolution of dependencies and risks, with monthly leadership review.

Run the OKR Process: Define and run an OKR process at both platform and team level, setting cycles, collection standards, review cadences, and cross-team roll-ups to keep OKR-driven planning outcome-focused.

Facilitate Ceremonies: Facilitate high-impact ceremonies such as Scrum-of-Scrums, sprint demos, quarterly reviews, roadmap reviews, and product planning, with standardized agendas, timeboxing, and clear decision and owner-by-date notes. Publish minutes and action logs within 48 hours.

Set Documentation Standards: Establish and implement product documentation standards governing how vision, strategy, business cases, product briefs, release notes, and how-to and adoption guides are captured, using shared documentation templates and style guidance.

Develop Product Definition and Education Materials: Create concise positioning briefs that differentiate the platform's capabilities and map them onto common customer jobs-to-be-done.

Understand the Customer Base: Develop a clear understanding of current and prospective customers through user persona development, use case identification, business opportunity discovery, and constant collection and triage of customer feedback.

Establish FinOps: Establish a FinOps framework and culture throughout the platform by aligning cloud spend with budgets and ceilings, providing insights to management to support prioritization of use cases.

Measure and Report: Measure and report on product operations health — including OKR coverage, ceremony adherence, decision latency, and stakeholder satisfaction — through a Product Ops Dashboard, and on FinOps metrics including platform costs broken down by user and service category, number of users and workgroups, growth rate, platform reliability, incident frequency and severity, and incident recovery time.

Continuous Discovery and Delivery: Experience and expertise with continuous discovery and delivery is required for this role.

Relevant Disciplinary Expertise: Expertise in the disciplines and technical areas related to the platform product management tasks described above.

Bonus if you have:

• Direct experience working in a federal health agency environment

Requirements:

• Applicants must be authorized to work in the United States.

• Must be able to obtain and maintain a federal Public Trust (Tier 2 / Moderate Risk) background investigation.

• Must reside and perform all work within the continental United States.

• Availability to attend meetings with client stakeholders between 8:00 a.m. and 6:00 p.m. Eastern Time.

• This position is contingent upon contract award.
