WORKFORCE CONNECTIONS - SPECIAL PROJECTS MANAGER
The Special Projects Manager is responsible for overseeing and managing special projects that contribute to Workforce Connections’ initiatives, with a particular focus on analytics, business engagement, and support for Workforce Innovation and Opportunity Act (WIOA) initiatives, and employer convening. This role requires strategic planning, and coordination of initiatives from conception through implementation, while ensuring alignment with WIOA initiatives
ESSENTIAL JOB FUNCTIONS
INDUSTRY SECTOR PARTNERSHIPS
- Expand number of employers and support partners actively participating in ISP activities.
- Ensure ISP employers are meaningfully connected to staff at the EmployNV Business Hubs and accessing available resources.
- Ensure ISP activities provide measurable value to employers and workers in each industry.
- Serve as primary contact at WC to ensure ISPs are an integral component of the region’s workforce strategies, aligned with other key workforce development initiatives.
- Primary oversight administrator of funding dedicated to ISPs.
- Coordinate the alignment of employer needs (talent demand) to the skill-acquisition pipeline (talent development), including but not limited to:
* Labor market information in K-12 format
* Platforms connecting classrooms to industries
* Career pathways for K-1
* 2 and post-secondary students towards industries
* Meaningful access to the One-Stop System inside K-12 and post-secondary
* Recruitment solutions specific to industries/positions
* Outreach collateral including digital formats
* Career pathways/mobility maps for workers already in the industries
* Retention strategies across industries
KEY STRATEGIC INITIATIVES
- Manage key projects assigned by leadership, including budgets, scheduling, and engaging other stakeholders for the different stages throughout the project’s lifecycle.
- Prepare reports and analysis of the various projects for leadership review.
- Leverage other projects, managed by WC staff, for the alignment and support of the organization’s key strategic initiatives.
- Develop and manage summaries of workforce, economic and education legislation that affects the One-Stop Delivery System.
- Work collaboratively with community partners on the implementation of projects that foster workforce, education, and economic development.
- Assist WC Leadership with the design, implementation, and continuous review of the organization’s key strategic initiatives.
- Work with WC program staff in the advancement of projects with local, state, and federal agencies.
PROJECT MANAGEMENT
- Undertake special projects and assignments as determined by WC leadership.
- Manage and oversee special projects from inception to completion, ensuring alignment with Workforce Connections' objectives and WIOA initiatives.
- Manage and oversee the planning, execution, and completion of special projects that support Workforce Connections’ priorities, particularly related to WIOA initiatives and employer engagement.
- Develop detailed project plans, scope, timelines, and deliverables for initiatives related to Workforce Connections’ projects, programs, business engagement, analytics, and employer convenings.
- Coordinate cross-functional teams to ensure projects are executed on time, within scope, and budget.
- Monitor and report on project progress, identifying potential risks, and implementing mitigation strategies.
- Drive innovation in special projects by identifying new trends, tools, and approaches to improve workforce outcomes.
- Act as a liaison between Workforce Connections, local employers, government agencies, and other stakeholders to facilitate collaboration on special projects.
- Lead and/or assist employer convenings to foster partnerships and promote workforce development initiatives.
SUPPORT FOR WIOA INITIATIVES
- Ensure, when applicable, special projects align with the goals and compliance requirements of the Workforce Innovation and Opportunity Act (WIOA).
- Provide support to WIOA program staff by developing tools, resources, and strategies that enhance programmatic impact.
- Collaborate with internal and external teams to promote the integration of WIOA initiatives into broader workforce development efforts.
- Lead and support projects directly related to WIOA objectives, ensuring compliance and effective implementation of WIOA-funded programs.
- Work with partners and stakeholders to align projects with WIOA requirements, improving employment outcomes for targeted populations.
OTHER
- Travels to multiple sites and locations to visit and oversee quality service delivery processes.
- Manage confidential information.
- Regular and consistent attendance.
- Other duties as assigned.
Qualifications
Experience and Education
Bachelor’s degree in business or public administration or related field preferred, minimum of 5 years of experience in project management, business engagement, or a related role, with experience in workforce development and WIOA initiatives strongly preferred.
At least three years of progressively responsible experience in program/project oversight preferred, and at least five years of current or recent experience administering WIOA or other governmental grants preferred.
Certification: Project Management Professional (PMP) certification or equivalent is a plus.
Any combination of formal education and directly related work experience that demonstrates the ability to perform the duties of the position may substitute for the degree.

WIOA Knowledge: Familiarity with WIOA policies and procedures, and experience managing projects aligned with these initiatives.

Problem-Solving: Ability to identify and resolve project issues effectively, using logical and structured approaches.
Leadership: Proven ability to lead diverse teams to achieve shared goals, providing motivation and fostering a sense of collaboration.
Organizational Skills: Highly organized, with strong attention to detail and the ability to manage multiple projects and meet deadlines.
Interpersonal Skills: Ability to establish and maintain effective relationships with colleagues, employers, stakeholders, and community partners.
