Test Administrator (Part-Time) – Scott AFB Education & Training Center
EEC Solutions is looking for a part-time Test Administrator to support the Scott AFB Education & Training Center.

Note: We are seeking resumes for a proposal opportunity. This position is contingent upon contract award. Candidates currently living in a HubZone designated area are encouraged to apply.

Job Description
Part-time, on-site, non-personal-services Test Administrator supporting the Scott AFB Education & Training Center under RFQ FA440726Q8005 (NAICS 611710). Administers military, educational and professional certification exams (AFCDA end-of-course, JST, DLAB/DLPT/OPI, FAA, AFRAT/typing and career-assessment tests) to eligible military, civilian personnel and dependents, and performs related test-control administration.

Works approx. 2–3 testing sessions per week (Mon–Fri, excluding federal holidays and goal days), normally 0730–1230 or 1230–1730, arriving 15–30 minutes early and maintaining constant visual supervision. Sessions hold 1–30 examinees. Schedule set by the Government via AFAEMS with 24-hour notice of changes.

Safeguards controlled test materials per DAFI 36-2681, DAFMAN 36-2664 and the AFCDA Test Control Facility Guide; reports to the Education & Training Section Chief / ITPM / TCO / ATCO for day-to-day direction.

Period of performance: 18 Oct 2026 – 17 Oct 2027, plus four 12-month option years (through 17 Oct 2031) and an optional 6-month extension.

Essential Duties and Responsibilities
Administer AFCDA EOC, JST, DLAB/DLPT/OPI, FAA, AFRAT, typing and career-assessment exams per applicable manuals.
Verify examinee eligibility in AFAEMS; check photo ID, sign-in logs, and test materials for marks or missing pages.
Read exam instructions and prohibited-item rules; enforce time limits; maintain constant visual supervision.
Open and secure tests and safes; complete safe and office security forms at the start and close of each session.
Maintain official test logs; review answer sheets; erase reusable booklets; shred scratch paper; transfer electronic results.
Check in exams and update AFAEMS inventory by the first duty day; conduct monthly inventories; prepare quarterly reports.
Upload monthly Air University E-exams; prepare order forms; return or destroy expired tests and document destruction.
Report testing irregularities or compromises immediately; prepare irregularity reports for ITPM/TCO/ATCO signature.
Maintain files, statistics, PowerPoint/report inputs; respond to emails and calls within required timelines.
Maintain AFAEMS tables and update each examinee’s status at the end of every session.
Complete required training/recertification and DoD IA, AT Level I and Eagle Eyes training.

Minimum Qualifications
Required Education:
Bachelor’s degree from an accredited institution recognized by the U.S. Department of Education.

Required Experience:
Experience administering or proctoring standardized educational, certification, or military exams.
Familiarity with Air Force terminology, education programs and office procedures.
Proficiency in Microsoft Word, PowerPoint, Outlook and Excel.

Required Certifications / Licenses:
None required; test administrator training provided.

Special Requirements:
U.S. citizenship required.
Must be able to obtain CAC/base access (Tier 1/NACI and LEADS check).
Must be able to work 2–3 testing sessions per week, Monday–Friday.

Preferred Qualifications (optional)
Experience with FAA, DLI, AFCDA or AFAEMS testing platforms.
Basic PC troubleshooting experience.
Prior Air Force Education Center or testing program experience.

Employment Duration
This position is part-time and on-site, supporting a 12‑month base period (18 Oct 2026 – 17 Oct 2027) with four 12‑month option years through 17 Oct 2031, plus an optional 6‑month extension, upon award of contract
