Job Description

Position Overview: Prepares and submits local, state, & federal regulatory reports and maintains records. Collects environmental samples, performs tests, analyzes, and submits results. Performs routine plant inspections and notifies environmental and plant management of any discrepancies. Maintains potable water system. Performs visible emission evaluations as required. Interacts with local, state, and federal regulatory agencies. Responsible for own safety and must exercise common sense, safety awareness, and demonstrate safety conduct at all times.

Principal Duties and Accountabilities (Essential Functions)

  • Provide technical support on environmental compliance inspections, monitoring, and recordkeeping related to the cement, and aggregate manufacturing plants, quarries and concrete batch plants.
  • Interact with the plant personnel and company management to communicate environmental requirements, identify compliance issues, implement compliance requirements, and act as a technical resource
  • Provide solutions to environmental issues, including permitting, pollution prevention, environmental regulatory compliance, training, inspections, reporting, auditing, mapping and contractor compliance.
  • Perform analysis, prepare reports, maintain appropriate compliance records, and submit required documents with various regulatory agencies within stated deadlines.
  • Perform plant-specific or company-specific environmental tasks, such as inspections, sampling and sample preparation, testing, analysis, and reporting. Must be able to certify and perform visible emission testing, including EPA Method 9.
  • Provide regulatory compliance assistance for the management and maintenance of all Continuous Emissions Monitoring Systems.
  • Responsible for data acquisition and reporting of CEMS and other data required for demonstration of compliance.

Required Skills and Abilities

  • Knowledge of environmental regulations, including Federal EPA and State of Texas regulations preferred.
  • Work-related experience in environmental media including air (NSR, NSPS, Title V, & NESHAP), solid and hazardous waste management (RCRA), drinking water and wastewater (SDWA, CWA, NPDES), and hazardous materials management (EPCRA).
  • Knowledge of environmental monitoring and data acquisition systems (CEMS, COMS, DAS) preferred.
  • Excellent computer skills, including proficiency in Microsoft Office applications.
  • Detail-oriented with the ability to multi-task, stay highly organized, demonstrate excellent time management skills, initiative, adaptability, commitment to task, and ethics.
  • Ability to communicate effectively and establish and maintain compatible working relationships with the Direct Manager, Capitol Aggregates Management Team, peers, and coworkers.
  • Ability to understand and follow written and verbal instructions and comply with all company policies and procedures.

Education & Experience

  • Bachelor's degree in Environmental Science, Engineering, or other related science major; or six (6) years of equivalent experience in environmental compliance for the cement, manufacturing, or industrial sector.
  • Environmental compliance and management experience in the cement, aggregate, quarry, concrete batch plant, or similar heavy industrial manufacturing sector highly desired.

General work consists of both office and plant environment, including cement plant, quarries, and concrete batch plants. Outdoor terrain varies including flat, sloped, or uneven surfaces. Must be able to work at heights, such as stacks and elevated platforms and in tight or confined spaces, such as vessels, and baghouse compartments. Working in cement plant, quarries, and concrete batch plants may involve exposure to changing temperatures, temperature extremes (high or low), varying weather conditions, dirt, dust, humidity, noise, smells and vibration. Work conditions will include wearing and using all necessary safety and personal protective equipment at all appropriate times including but not limited to safety glasses, safety toed boots, hard hat, gloves, hearing protection, face shield, respirator, fall protection, and heat resistant and reflective clothing.

  • Must be able to work as a part of a team in order to achieve cooperation from other departments, creating a problem solving and quality producing atmosphere.
  • It may be necessary to work off hours, weekends and in excess of 40 hours per week, in order to complete assigned tasks, special projects or accomplish Company goals.
  • May be required to lift items weighing up to 30 pounds.
  • Requires full range of body motion including walking, climbing, lifting and reaching on a regular basis.
  • Requires corrected vision and finger dexterity in order to manipulate various controls and replace parts.
  • Hearing to a normal range is also a requirement in order to maintain open communication with various external agencies and internal personnel.
  • Must be able to and is responsible for wearing all necessary safety and personal protective equipment at all appropriate times, including but not limited to hard hat, steel toed safety boots, safety glasses/goggles, gloves, face shield, hearing protection, respiratory protection, fall protection, and heat resistant clothing
  • Up to 20% overnight travel may be required.
