Your Mission
Support the Habitability Improvement Program in Norfolk, Virginia by coordinating the acquisition, procurement documentation, inventory control, tracking, and technical logistics support for habitability material used across ship repair contracts. This role supports Government Furnished Material (GFM), material procurement packages, vendor coordination, shipboard surveys, installation support, and availability-driven material readiness.
What You’ll Do
As a Habitability Program Logistics Specialist, you will support habitability material acquisition, procurement, inventory control, technical logistics, and shipboard installation support through the following responsibilities:
· Provide support for the acquisition of habitability material used on various repair contracts throughout the command as Government Furnished Material (GFM), including design, monitoring, and recommendations for changes required to support continued development and production.
· Provide technical input to assist in the development of request packages procured by MARMC contracts as delivery orders under Indefinite Delivery/Indefinite Quantity (IDIQ) habitability material contracts.
· Perform statistical analysis of past usage and other appropriate data to determine estimated quantities and types of hardware items by procurement year.
· Develop and update product descriptions and specifications, including drawings and sketches.
· After contract awards, observe and/or conduct First Article Tests and draft related reports with recommendations for acceptance or approval.
· Review vendor-submitted Shock Test Procedures and Shop Test Reports and provide comments regarding technical adequacy with recommendations for acceptance or approval.
· Provide technical input to assist in preparing procurement documentation for submission to MARMC contracts for material identified in Ship Project Installation Drawings for each ship project.
· Format procurement documents for electronic transmission in a concise package that includes a package index and table of contents.
· Provide support services as tasked to process requisitions.
· Create comprehensive procurement request packages for all externally sourced materials, including specifications, cost details, and vendor information.
· Furnish complete and separate material procurement request documentation to the program manager.
· Coordinate with stakeholders to ensure procurement request documents are received, distributed, processed correctly, and associated issues are resolved.
· Provide material control through coordination, inventory, and tracking of project material from supplier manufacture through shipping, storage, distribution, and verification of major component use for each project.
· Develop data for reporting material status at major points.
· Control receipt, inventory, and issuance of material to various ship repair availabilities.
· Provide recommendations to the Habitability Improvement Manager regarding the disposition of excess or damaged material.
· Review material lead times and availability and notify the Habitability Program Manager of material that is not available from suppliers.
· Develop necessary procurement support for alternative sources or vendors to meet required dates when material is unavailable from suppliers.
· Review waiver and deviation requests and make recommendations regarding disposition.
· Assist with data entry and research in government systems, including Material Requirements (MRQT) and Procurement Tracker (PROTRAC).
· Conduct shipboard surveys and provide logistics and technical data in accordance with NAVSEA Standard Item 009-21 during and after project installations.
· Provide on-site coordination to ensure material issues are swiftly and accurately satisfied.
· Evaluate realistic milestones and progress to meet availability constraints.
· Assist in developing recovery plans and resolving on-site issues, including drawing errors, unclear notes, undefined measurements, and installer questions or concerns.
· Clarify requirements for installers and maintenance teams when problems are observed with installation methods, processes, procedures, or project requirements.
· Provide a written visit debrief/report to the Habitability Improvement Program Manager upon completion of each ship visit.

Requirements: Minimum Qualifications / Resume Requirements· Experience supporting logistics, material management, procurement coordination, inventory control, ship repair, ship maintenance, habitability programs, or related technical logistics functions.
· Ability to support acquisition of Government Furnished Material (GFM), procurement request packages, requisitions, delivery orders, and externally sourced material documentation.
· Experience developing or updating product descriptions, specifications, drawings, sketches, procurement documents, package indexes, tables of contents, and material request documentation.
· Ability to analyze past usage data, estimate material quantities, review material lead times, track availability, and recommend alternate sources or vendors when required.
· Experience supporting inventory control, receipt, issuance, storage, distribution, material tracking, material status reporting, and disposition recommendations for excess or damaged material.
· Ability to conduct shipboard surveys, provide logistics and technical data, support on-site coordination, and assist with resolving installation-related material or technical issues.
· Must be able to meet all contract, customer, and worksite access requirements.
Preferred Qualifications· Prior experience supporting U.S. Navy, Department of Defense, federal government, MARMC, ship repair, ship maintenance, or habitability improvement programs.
· Familiarity with Government Furnished Material (GFM), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, delivery orders, procurement packages, First Article Tests, Shock Test Procedures, Shop Test Reports, or vendor technical documentation.
· Experience with Material Requirements (MRQT), Procurement Tracker (PROTRAC), NAVSEA Standard Item 009-21, Ship Project Installation Drawings, or similar Navy logistics and technical systems.
· Experience coordinating with program managers, contracts personnel, vendors, suppliers, installers, ship repair teams, maintenance teams, and government stakeholders.
· Experience developing procurement documentation, cost details, vendor information, material status reports, visit debriefs, statistical analysis, and logistics recommendations.
· Strong attention to detail, technical research skills, schedule awareness, documentation quality, and ability to support multiple material priorities in a ship repair environment.
Physical Requirements· Must be able to remain in a stationary position approximately 50% of the time.
· Must be able to occasionally move about inside the office to access file cabinets, office machinery, and similar resources.
· Must be able to frequently communicate with co-workers, management, and customers, including delivering presentations.
· Must be able to exchange accurate information in professional communication settings.
