Director, Business Development

This leadership role is focused on driving strategic growth through government contracting within the public health sector. You will be responsible for shaping and executing business development strategy, with a strong emphasis on securing state and local government contracts. Operating at the intersection of strategy, sales, and public sector engagement, you will lead complex RFP processes, build long-term relationships with government stakeholders, and influence organizational growth direction. The role requires close collaboration with internal delivery, finance, and leadership teams to ensure successful proposal execution and contract delivery. As part of the leadership group, you will contribute to firm-wide strategy while managing high-impact client opportunities. This is a high-visibility position with direct influence on revenue growth and market expansion in the public sector.

Accountabilities

You will lead the development and execution of business development strategies focused on securing government contracts in the public health space, while also overseeing proposal execution, client engagement, and internal leadership contributions.

  • Develop and execute business development strategies focused on state and local government contracting opportunities.
  • Lead end-to-end government contract acquisition, including RFP response, proposal development, and teaming strategies.
  • Oversee high-quality proposal creation, ensuring compliance and alignment with client requirements and organizational goals.
  • Build and maintain strong relationships with government officials, agencies, and key decision-makers.
  • Lead and mentor business development team members, supporting performance, growth, and capability building.
  • Monitor market trends, procurement pipelines, and competitive dynamics to identify new opportunities.
  • Drive revenue growth through contract wins, renewals, pricing strategy, and negotiation support.
  • Collaborate with internal teams to ensure seamless transition from proposal to delivery and compliance with regulations.
Requirements

The ideal candidate brings deep experience in government contracting and public health-related business development, with strong leadership capability and a proven track record of securing and managing complex public sector contracts.

  • 15+ years of experience in business development, sales, or management within government contracting or consulting environments.
  • 6+ years of people management and leadership experience, including team development and supervision.
  • Master’s degree in Public Health or a related field.
  • Proven success in securing and managing state or local government contracts, including RFPs and negotiations.
  • Strong understanding of public sector procurement processes, compliance requirements, and regulations.
  • Experience working with public health agencies, programs, or related policy areas.
  • Strong strategic thinking, negotiation, and relationship-building skills.
  • Excellent written and verbal communication abilities with executive-level stakeholder engagement experience.
  • Familiarity with CRM systems and government procurement platforms.
  • Ability to manage multiple complex priorities in a fast-paced, deadline-driven environment.
