About This Position
Summary/Objective
Under direct supervision, the Operations/Project Specialist is solely responsible for the successful operational management of project data and reporting within the HCSS system. The Operations Specialist will be responsible for the overall fiscal project management of Rabine Paving Texas LLC’s construction activities and ensuring the execution of budget for each project, with a focus on data management.
Essential Functions
- Be the liaison between the estimating, operations, and finance teams, focusing on systems management to ensure accurate and complete communication and reporting.
- Be responsible for the project management components of all construction activities.
- Act as liaison and mentor to the project management team as it relates to bids, subcontracting, purchasing, and status updates on the progress of the project.
- Work with the Scheduling and Operations Department to ensure accuracy, efficiency, and timeliness with the processing of all job-related paperwork.
- Train designated staff to properly use the HCSS system.
- Continuously hone HCSS knowledge and skills through release updates and online/in-person training platforms.

Education and Experience
- Associate degree in relevant area preferred.
- Minimum 2 years project management experience working in the civil construction industry preferred.
- Proficiency in MS Office Suite required.
- Proficiency with HCSS Job Management and related software preferred.
- Proficiency with Adobe, Salesforce, and Sage Intacct preferred.

Work Environment
This job operates in a professional office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
This is largely a sedentary role. This role requires the individual to express or exchange ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly. This role requires the individual to make substantial movements (motions) of the wrists, hands, and/or fingers often. The worker is required to have close visual acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and extensive reading.
Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 7:00 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but the employee must be available during the core work hours of 8:00 a.m. to 5:00 p.m. Extended hours may be required based on business need.
