The Director of Engineering and Energy Management oversees the university’s engineering functions across facilities, including capital projects, infrastructure, utilities, and energy use. The role provides technical quality control from design through construction; manages direct reports, specialized engineers, and external consultants; and partners with planning, construction, and maintenance teams. The director develops and implements energy efficiency and conservation strategies; oversees utility infrastructure; leads strategic planning for campus systems; establishes engineering design standards (including sustainability); maintains accurate engineering documentation; supports project design or management as needed; and implements processes that improve efficiency, consistency, and quality across engineering work.

Duties and Responsibilities:
Engineering
  • Engineering: Responsible for the technical management (in-house design and outside consultants) of engineering for building systems, infrastructure performance, life cycle planning, capital renewal and major projects, providing support for Project Managers on MEP aspects of projects (including systems commissioning) and providing design (when it’s feasible), design oversight for renewal/replacement MEP projects.
  • Infrastructure documentation: Provide oversight and guidance to ensure that underground infrastructure is properly documented via the GIS system. Coordinate with the AVP for Planning Design & Construction to ensure that all capital projects contribute to and utilize accurate infrastructure and building system documentation.
  • Buildings systems documentation. Work with the Facilities Information Manager to ensure existing building systems are documented accurately
  • Define and implement a campus infrastructure capital renewal program.
  • Keeps informed and up to date on codes and ordinances to assure project compliance. Obtains required permits and certificates of occupancy from authorities having jurisdiction as required.
  • Establish and maintain engineering standards, designs guidelines and technical best practices in coordination with the AVP for Planning, Design & Construction to ensure consistent application across all capital and renewal projects.

Energy Management and Sustainability
  • This position will provide leadership in all aspects of Energy including reporting, demand-side management, and energy conservation measures.
  • The management of an approximately $12 to $15M utility budget.
  • Maintaining close ties with Utility providers to ensure continuation and expansion of the enhanced utility rebate programs.
  • Advancing energy efficiency, conservation measures, and greenhouse gas reduction initiatives.
  • Making presentations to internal and external groups to communicate the University’s rationale, needs and position on projects affecting those groups.
  • Define and implement a campus energy management program. Develop and implement the monitoring of campus buildings and central systems via the building automation system to ensure efficient use of energy. Assist with planning sustainability/energy conservation efforts.
  • Energy Procurement. Oversee the University’s energy procurement for campus in accordance with the approved strategy. Recommend and track annual budgets for all utilities (natural gas, electricity, water). Secure contracts with commodity providers. Hold regular Energy Risk Group (ERG) meetings to update leadership on status, obtain permission for triggering commodity pre-purchases and to make any necessary adjustments to the University’s procurement policy. Keep up to date on utility rates and regulatory changes. Procure renewable energy credits to cover campus electric use.
  • Regulatory oversight for energy systems. Oversee all recordkeeping and reporting for energy systems to DEP and other regulatory entities to ensure continuous compliance. Perform data entry, generate reports, validate accuracy. Manage any necessary changes to permits based on modification/additions to campus systems or regulatory rule changes.

Other Duties as Assigned

Minimum Qualifications:
  • Bachelor’s degree in mechanical engineering or other closely related discipline with a strong energy emphasis and with a minimum of seven years in roles of increasing responsibility in planning, operations, and energy management of building as well as central campus energy systems.
  • Certified Energy Manager with at least 7 to 10 years’ experience.
  • Extensive knowledge of building engineered systems and infrastructure
  • Extensive knowledge of renewable energy systems and energy software.
  • Experience with building HVAC and central utility thermal and electrical systems, energy management software.
  • Medium voltage electrical system experience
  • A minimum of 7 years of demonstrated experience in energy management.
  • 7 years of facilities operations/engineering experience required.
  • Management of technical and design personnel required.
  • Knowledge of Facilities Management operations, planning, programming, budgeting, design, construction and maintenance services for physical facilities.
  • Working knowledge of utility infrastructure, HVAC and other mechanical systems,
  • Experience with and working knowledge of BOCA, NFPA, OSHA and other facility codes.
  • Excellent oral and written communications skills.
  • Ability to communicate effectively with tradesman and construction supervisors.
  • Strong, proven negotiating skills beyond the requisite technical skills.
  • Presence, tact and poise needed to work with faculty, staff, local officials and community groups to successfully complete projects.
  • Demonstrated leadership skills.
  • Superior organizational, analytical and management abilities.
  • Strong technical background with an emphasis on problem-solving /troubleshooting.
  • Proficient computer skills in Microsoft Office (Word, Excel, and PowerPoint) and adept at preparing presentations. Familiarity with CPM scheduling, spreadsheet analysis, knowledge of facilities CMMS system, and energy management software
Preferred Qualifications:
  • Experience in higher education is desirable.
  • Advanced degree in engineering or Professional Engineering licensure
  • Specific knowledge of Building Automation control systems, and in designing/implementing renewable/sustainable energy systems.
Physical Requirements and/or Unusual Work Hours:
  • Job will require some exceptional work schedules (potential long days and/or weekends) to meet specific project requirements.
  • Occasionally this position will attend overnight travel for work related need or professional development.
  • Must be able to climb ladders, to bend and reach and to lift up to 60 lbs.
  • Conditions may be in extreme heat or cold, on roofs or in ditches, and may also be subject to rain, snow or even muddy conditions.
  • Primarily works in an office environment but will spend time in buildings, construction sites, mechanical rooms, underground vaults and tunnels, or elevated areas such as scaffolding and roof areas all with potential exposure to dust, dirt, noise, hot or cold conditions, confined spaces.

This position falls within salaried grade 20 and the range is $160,000-$176,900. The final salary will be determined with consideration of several factors including the selected candidate’s qualifications, department budget availability, market data, and internal equity.
