Position Summary
The Monitoring & Evaluation (M&E) Coordinator provides technical leadership and analytical oversight for monitoring, evaluation, research, and learning activities of an international development program.
Working under the guidance of the Chief of Party (COP), the M&E Coordinator leads the implementation and continuous improvement of the program’s M&E framework, ensures high-quality data collection and analysis, and supports evidence-based decision-making across program teams.
The Coordinator plays a key role in strengthening data systems, ensuring compliance with the Results Monitoring Plan (RMP), and contributing to learning, accountability, and adaptive management across the project.
Given the complex operational environment, the position requires strong contextual understanding of middle and near east political, social, humanitarian, and operational landscape, including familiarity with local governance dynamics, conflict sensitivities, regional disparities, and access constraints that affect program implementation, monitoring, and data collection.
Responsibilities
M&E System Design and Implementation
- Lead the implementation and periodic refinement of the project’s Monitoring and Evaluation Plan in alignment with the Results Monitoring Plan (RMP).
- Ensure systematic tracking of program outputs, outcomes, and indicators to measure progress and program performance.
- Develop and maintain standardized M&E tools, templates, and databases to support effective data collection, management, and reporting.
- Ensure that monitoring frameworks and indicators are contextually appropriate and sensitive to the operational realities of non-permissive environments, including regional variations and conflict-related dynamics.
Data Collection and Field Coordination
- Design and oversee the use of quantitative and qualitative data collection tools, including surveys, focus group discussions, and key informant interview guides.
- Coordinate with field teams to ensure timely and accurate data collection aligned with project indicators and targets.
- Establish verification mechanisms for activities, deliverables, and operational support, ensuring data quality and accountability.
- Adapt data collection strategies to restricted access environments and remote monitoring contexts common in near east.
Data Analysis and Reporting
- Analyze quantitative and qualitative data to assess program performance and generate insights on outcomes and impact.
- Contribute to and draft weekly, quarterly, and ad hoc program reports for internal and donor reporting.
- Produce analytical briefs and evaluation summaries to inform program learning and strategic decision-making.
- Provide context-informed analysis that considers political, social, and security dynamics in Syria and their implications for program performance.
Knowledge Management and Learning
- Maintain and manage the project’s M&E data repository and documentation systems.
- Support program teams in interpreting monitoring data and integrating findings into program planning and adaptive management.
- Facilitate learning processes, including reflection sessions and lessons-learned exercises.
- Contribute to context analysis and learning products that reflect evolving dynamics in Syria and their implications for program implementation.
Capacity Building and Technical Support
- Provide training, mentoring, and technical support to field teams to strengthen data collection, analysis, and reporting capacities.
- Ensure adherence to M&E standards, data quality protocols, and ethical research practices.
- Serve as a liaison between the MER team and program implementation teams to ensure alignment between monitoring activities and program operations.
- Support field teams in applying conflict-sensitive and context-aware monitoring approaches in Syria.
- Strong knowledge of the political, social, and humanitarian context in Near East, including familiarity with regional dynamics, local governance structures, and operational constraints affecting development programming.
- University degree in social sciences, development studies, statistics, management, or a related technical field, or equivalent experience.
- Minimum 4 years of professional experience, including at least 2 years of specialized experience in monitoring and evaluating development programs in non-permissive. transitional or complex environments and remotely.
- At least 2 year of experience supervising or mentoring M&E or field staff.
- Demonstrated expertise in M&E frameworks, performance indicators, and results-based management systems.
- Experience designing and implementing remote data collection methodologies and tools in complex operational contexts.
- Proven experience in data analysis, evaluation, and reporting of program performance and results.
- Strong analytical skills and proficiency in common data management and office software applications.
- Fluency in Arabic and advanced written and spoken English required.
- Proven ability to conceptualize analytical frameworks, manage data systems, and communicate findings clearly.
