About This Position

The Animal Shelter Director, under the general supervision of the Executive Director, as directed by the Chief of Police, is responsible for the administration of all the required activities of the Horry County Animal Care Center. The Shelter Manager is responsible for everything that happens or fails to happen regarding the operation and management of the Shelter, but more specifically is responsible for the development of annual budgets, and comprehensive plans and programs that ensure accepted practices are successfully followed in the care and handling of all animals coming under the control of the Shelter. The best-case scenario for the welfare of each animal under the care of the Horry County Animal Shelter will always be the primary concern of the Shelter Manager. This position is FLSA nonexempt.


The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job related tasks other than those specifically presented in this description.

  1. Maintain specific records regarding the number and type of animals that come under the control of the shelter each month, a numerical break out indicating the origin of the animal, (named city or county) and the method of dispatching those animals.
  2. Work with the Executive Director to create/administer sheltering contracts with Horry County municipalities and tabulate monthly charges to be paid to the county treasurer from specific cities under contract for animal sheltering and ensure that appropriate invoices are forwarded to the cities in a routine and timely manner.
  3. Be prepared to provide monthly and annual reports regarding total receipts and tracking of the funds and assist the Financial Secretary as needed to maintain accurate accounting of all funds received by the Animal Shelter, from adoptions, donations and spay/neutering.
  4. Ensure the shelter is always compliant with all pertinent county, state, and federal laws, and that the shelter meets all South Carolina Standards for Sheltering.
  5. Evaluate the annual budget of the shelter and ensure that all programs are operated in a financially responsible and efficient manner.
  6. Conduct staff meetings with all employees of the shelter as necessary for training, information flow, and policy changes.
  7. Assist Supervisors and Operations Manager as needed with preparing employee work schedules to ensure adequate coverage for all shelter requirements, and check all employee time clock entries for accuracy before submission to Munis and HR.
  1. Perform supervisory responsibilities in accordance with Horry County Policies which include creating job descriptions, interviewing job applicants, hiring, and training employees, and developing a strong work ethic in all employees. Maintain personnel records with written consultation, and evaluations as necessary.
  2. Maintain a clean and sanitary animal shelter at all times.
  3. Ensure that all citizen requests for service and any citizen complaints are processed in a rapid and professional manner and within Horry County policies and all applicable laws and standards regarding animal sheltering.
  4. Assist Executive Director and Operations Manager with preparing reports and special presentations for the County Administrator and Quorum Court as required.
  5. Work with the Public Information Office to help develop a good working relationship in all areas of the media so as to be better prepared to communicate information about special projects, events, and situations to inform the public as necessary.
  6. Work with the Operations Manager and Rescue/Volunteer Coordinator to develop a strong cadre of qualified animal shelter volunteers and the guidelines under which they will be allowed to participate at the Shelter. Serve as a secondary supervisor to all volunteers.
  7. Assist the Operations Manager and Medical Supervisor, as needed, with coordinating with the Staff Veterinarian regarding the selection of animals for euthanasia and approve and supervise the process to ensure it is conducted in a humane fashion and according to state and federal law. Coordinating with Staff Veterinarian all medical treatments for shelter animals.
  8. Work with Operations Manager and Medical Supervisor to monitor and coordinate the purchase of all animal shelter supplies, services, and equipment while following Horry County purchasing policies and guidelines.
  9. Work with the Operations Manager to develop a comprehensive adoption and fostering program at the Animal Shelter.
  10. Maintain constant contact with your immediate supervisor and provide any information that you feel should be pushed up to the higher echelons of your supervisory chain and this administration.
  11. Oversee transport programs when the Rescue Coordinator and Operations Manager are unavailable.

  • Knowledge of animal control laws and regulations.
  • Knowledge of appropriate animal control methods.
  • Eligible for License and certification by the South Carolina Board of Veterinary
  • Medicine in animal control euthanasia techniques/procedures and as such able to perform this function.
  • Knowledge of personnel policies, supervision techniques, budget development, and administration principles.

Tracks and documents animal control statistical data
A minimum of one of the following combinations is required:
  1. A Bachelor’s Degree in Animal Control Management, Law Enforcement Management, Business Administration, Public Administration or related field AND/OR 2 years of experience in Animal Welfare and/or Animal Control including 1 year in a supervisory or management capacity.
OR
  1. An Associate’s Degree in Animal Control Management, Law Enforcement Management, Business Administration, Public Administration or related field AND/OR 5 years of experience in Animal Welfare and/or Animal Control including 1 year in a supervisory or management capacity.
  1. Must be able to pass the pre-employment background check and physical.
  1. Must possess a valid State of South Carolina driver’s license
