PATROL SUPERINTENDENT - HIGHWAY SHOP
The Patrol Superintendent is responsible for all highway operations, including construction, snow plowing, and planning for highway projects. Oversees maintenance of County Highways (such as crack filling, chip sealing, ditching, mowing, and paint stripping) and construction activities (paving, underground excavating, asphalt plant operation, parks, and planning projects). Works directly with local county and state officials on road maintenance and construction. This position monitors highway conditions to ensure public safety and responds during bad weather when needed. The Patrol Superintendent acts in the absence of and on behalf of the Highway Commission as assigned.
A high school diploma or GED is required; an associate degree is preferred. Candidates with over five years of highway maintenance experience are preferred. Supervisory experience is desirable but not required. A valid Wisconsin Commercial Driver's License (CDL) is necessary.
The salary and benefits package includes health insurance, Wisconsin Retirement System, life insurance, sick leave, vacation leave, and holiday pay. Starting salary for this position is $69368 to $73236 DOQ, based on 2080 hours per year.

Job Summary

Works directly with local, county, state officials for road maintenance and construction. This position is responsible for monitoring highway conditions for the safety of the traveling public. The Patrol Superintendent acts in the absence of, and on behalf of, the Highway Commission as assigned.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. Other duties may be required and assigned.
Dispatch Employees:
Dispatches employees and equipment needed for all highway maintenance activities.
Establish Work:
Patrols highways to establish work projects, monitors, and provides guidance for completion. Makes changes if a problem exists.
Monitor Weather:
Monitors weather- and weather-related road conditions and makes call-outs as needed on a 24-hour basis.
Acquisition of Projects:
Works with other government agencies to provide price quotes and scheduling.
Purchasing:
Acquires price quotes and make purchases needed of supplies to keep adequate inventories.
Daily Time Sheets:
Tracks daily time sheets. E.g., code time sheets so proper accounts are charged, and materials and equipment are accounted for.
Public Relations:
Responds to the public when there is a question or complaint.
Respond to Emergencies:
Dispatches employees and equipment as needed to respond to any emergency situation that may happen on a 24-hour/seven-days-a-week basis unless other arrangements have been made and approved by the Highway Commissioner.
Safety Training:
Develops training programs; train and monitor employees to guarantee safety rules are being followed.

Minimum Education Qualifications
Education and/or Experience Requirements:
High School Diploma required, Associate’s Degree preferred.
Five-plus years of experience in highway maintenance preferred.
Licenses, Certifications, and Other Requirements:
Requires a valid Wisconsin Commercial Driver’s License (CDL).
Minimum Knowledge, Skills and Abilities Qualifications
In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential.
Ability to operate a motor vehicle.
Ability to assign, supervise, and review the work of others.
Ability to make recommendations regarding the selection, discipline, and discharge of employees.
Ability to comprehend and interpret a variety of documents including accident, inventory, and other reports, contractor permits, plat books, construction plans and documents, safety, and other manuals, etc.
Ability to prepare a variety of documents including storm reports, disciplinary reports, driveway permits, cost estimates, etc.
Ability to use and interpret construction terminology
Ability to communicate effectively with county and state department personnel, local officials, material suppliers, contractors, and the general public verbally and in writing.

Sitting for long periods of time.
Infrequent periods of walking, standing, and climbing,
Infrequent periods of lifting up to 50 pounds.
Work Environment
Work is performed predominantly in an office setting.
Frequent stressful situations with irritated or agitated individuals, who may become hostile or violent.
Frequently working alongside moving traffic on roads.
