The Director of Finance & Accounting serves as the senior leader responsible for overseeing all accounting and financial operations across Quivera Enterprises and its family of companies. This position provides strategic leadership, operational oversight, financial stewardship, and mentorship to the Finance & Accounting team while ensuring the accuracy, integrity, and compliance of all financial activities.
The Director partners closely with executive leadership to support business operations, financial strategy, organizational growth, and long-term sustainability. The ideal candidate will possess extensive experience in government contracting and construction accounting and have the ability to balance strategic financial leadership with hands-on operational execution in a fast-paced environment.
Key ResponsibilitiesStrategic Financial Leadership- Develop and execute financial strategies that support organizational growth and long-term objectives.
- Lead annual budgeting, forecasting, cash flow planning, and financial modeling activities.
- Provide financial guidance and recommendations to executive leadership and the Board of Directors.
- Identify opportunities for cost optimization, operational efficiencies, and risk mitigation.
- Prepare and deliver executive-level financial presentations and reports.
- Oversee accounting operations supporting federal government contracts, including:
- Time-and-Materials (T&M) contracts
- Cost-Plus-Fixed-Fee (CPFF) contracts
- Fixed-Price contracts
- Ensure proper revenue recognition and contract accounting in accordance with applicable regulations.
- Manage indirect rate structures, provisional billing rates, forward pricing rate proposals, and incurred cost submissions.
- Ensure compliance with:
- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- Cost Accounting Standards (CAS)
- DCAA requirements
- Oversee labor charging practices, project setup, contract reporting, and subcontractor financial administration.
- Oversee financial processes related to federal construction projects, including:
- Progress billing
- Retainage tracking
- Job costing
- Change order management
- Subcontractor payment administration
- Support construction operations through:
- Work-in-Progress (WIP) reporting
- Budget management
- Cost forecasting
- Revenue forecasting
- Cash flow analysis
- Project margin tracking
- Maintain and enhance construction accounting processes, including:
- Percentage-of-completion accounting
- Certified payroll coordination
- Bonding support
- Construction ERP utilization
- Oversee multi-entity accounting operations across construction and professional services business lines.
- Ensure accuracy and timeliness of financial reporting in accordance with Generally Accepted Accounting Principles (GAAP).
- Establish and maintain strong internal controls and financial governance processes.
- Monitor compliance with contractual, regulatory, and corporate requirements.
- Support external audits, DCAA reviews, financial statement audits, and government reporting requirements.
- Maintain audit readiness across all entities.
- Support business development initiatives through pricing strategy and proposal development.
- Lead cost volume preparation and pricing narrative development for government contract proposals.
- Collaborate with Contracts, Operations, Human Resources, Business Development, and Project Management teams to align financial objectives with operational performance.
- Assist leadership with merger, acquisition, expansion, and growth initiatives as required.
- Lead, mentor, and develop accounting and finance personnel.
- Establish performance expectations, accountability measures, and professional development plans.
- Promote a culture of collaboration, continuous improvement, and operational excellence.
- Drive process improvements to increase efficiency, reporting accuracy, and scalability.
- Serve as the primary financial liaison to banks, auditors, bonding companies, and government agencies.
- Bachelor's Degree in Accounting, Finance, or a related field.
- Minimum of ten (10) years of progressive accounting and finance experience.
- Minimum of five (5) years of leadership experience managing accounting and finance teams.
- Demonstrated experience supporting federal government contracting environments.
- Strong understanding of:
- FAR
- DFARS
- CAS
- DCAA compliance requirements
- Indirect rate structures
- Government contract accounting
- Experience managing Cost-Plus, Time-and-Materials, and Fixed-Price contracts.
- Experience with incurred cost submissions and government contract financial reporting.
- Experience supporting multi-entity accounting environments.
- Advanced Microsoft Excel skills and strong financial analysis capabilities.
- Experience developing and presenting executive-level financial reports and presentations.
- Proficiency with accounting and ERP systems such as:
- Deltek Costpoint
- Sage
- ADP
- Integrated financial reporting tools
- Strong communication, leadership, organizational, and problem-solving skills.
- Ability to work effectively in a fast-paced, deadline-driven environment.
- U.S. Citizenship Required.
- Must have the ability to obtain and maintain the required Government security clearance.
- Ability to successfully pass a background investigation and pre-employment screening.
- Certified Public Accountant (CPA) designation.
- Master's Degree in Accounting, Finance, Business Administration, or related discipline.
- Experience supporting tribally owned enterprises and federal contracting organizations.
- Experience supporting federal construction organizations.
- Experience with:
- WIP schedules
- Earned revenue analysis
- Committed cost reporting
- Construction forecasting models
- Project performance forecasting
- Experience building or enhancing accounting teams and financial reporting structures within growing organizations.
- Experience working directly with executive leadership, Boards of Directors, and government agencies.
This position requires the ability to manage multiple priorities and complex financial operations across a growing organization. The Director of Finance & Accounting must regularly analyze detailed financial information, make critical business decisions, meet strict deadlines, and communicate effectively with stakeholders at all levels of the organization.
Work is primarily performed in an office environment and includes prolonged periods of sitting, computer use, and participation in meetings. Occasional travel may be required. Extended work hours may be necessary to meet business demands, audit requirements, proposal deadlines, or financial reporting cycles.
