This senior leadership role is responsible for driving capture and proposal excellence across State, Local, Education, and Healthcare markets in a highly competitive public sector environment. The position shapes win strategies for complex, high-value pursuits spanning multiple procurement models, funding structures, and stakeholder ecosystems. You will lead cross-functional teams and external partners to develop compelling, compliant, and differentiated proposals that support strategic growth objectives. Operating at the intersection of sales, solutions, and operations, this role demands both strategic vision and hands-on execution. You will influence deal shaping from early capture through final submission, ensuring disciplined pursuit governance and alignment with business priorities. This is a high-impact leadership opportunity where your work directly contributes to expanding critical public sector connectivity and digital transformation initiatives across the U.S.
Lead end-to-end capture and proposal strategy execution for SLED opportunities, ensuring alignment with growth priorities, procurement dynamics, and regional sales objectives while driving disciplined pursuit governance and win strategies.
• Develop and execute capture strategies for complex SLED opportunities across state agencies, education systems, municipalities, and healthcare organizations.
• Lead proposal development, ensuring compliance, strong storytelling, differentiation, and high-quality deliverables.
• Oversee pursuit planning, bid/no-bid decisions, schedules, resources, and risk mitigation across engagements.
• Manage and mentor capture and proposal teams while coordinating external partners and consultants.
• Drive cross-functional alignment with Sales, Engineering, Product, Pricing, Legal, and Operations.
• Support executive engagement with public sector stakeholders and procurement authorities.
• Own performance tracking, including win rates, pipeline conversion, and proposal effectiveness.
The ideal candidate brings extensive experience leading public sector capture and proposal functions, with a strong understanding of SLED procurement frameworks and a proven ability to lead teams in complex, matrixed environments. You combine strategic thinking with operational rigor and strong communication skills.
• 10+ years of experience in SLED capture, proposal management, or business development leadership roles.
• Deep knowledge of public sector procurement models, cooperative contracts, and funding mechanisms.
• Proven leadership experience managing teams and influencing cross-functional stakeholders.
• Strong project management, organizational, and prioritization skills in fast-paced environments.
• Excellent written, verbal, and executive-level communication abilities.
• Ability to analyze opportunities, assess risks, and drive disciplined pursuit decisions.
• Bachelor’s degree in Business, Marketing, or related field (advanced degree or certifications such as APMP, PMP a plus).
