Regional People Services Manager - Eastern Canada

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Regional People Services Manager - Eastern Canada based in Canada.

This role offers the opportunity to influence workforce strategy and strengthen organizational performance across a large regional operation.
You will act as a strategic people partner, supporting leaders in building talent pipelines, improving engagement, and driving business results.
Working closely with regional leadership teams, you will shape initiatives across recruitment, training, performance management, and employee experience.
The position combines strategic HR expertise with hands-on operational partnership in a dynamic, multi-site environment.
You will help develop future leaders, enhance workplace culture, and create conditions that enable teams to succeed.

Accountabilities:

As a Regional People Services Manager, you will serve as a strategic HR partner supporting regional leaders by strengthening organizational capabilities, improving employee engagement, and enabling sustainable business growth. You will focus on talent development, recruitment, training, performance management, and workplace effectiveness across multiple locations.

  • Partner with regional and district leadership teams to develop strategic people plans that support business objectives, operational excellence, and financial performance.
  • Build strong internal talent pipelines by identifying, developing, and preparing future leadership candidates.
  • Guide leaders in effective talent assessment, succession planning, performance management, and employee development practices.
  • Optimize the use of talent management tools, processes, and reporting frameworks to improve organizational capability.
  • Analyze workforce data, talent reports, and business insights to identify opportunities and anticipate future talent needs.
  • Design and support training initiatives that strengthen individual and team capabilities and prepare employees for expanded responsibilities.
  • Coach leaders on implementing learning programs and creating successful transitions into new roles.
  • Monitor training effectiveness, identify improvement opportunities, and support the adaptation of learning materials, including French-language content.
  • Drive employee engagement initiatives by connecting workplace behaviors, team conditions, and business outcomes.
  • Partner with employee relations teams to investigate and resolve workplace concerns while promoting a positive and inclusive environment.
  • Support recruitment strategies by building external talent pipelines and ensuring effective selection of candidates aligned with organizational needs and culture.
  • Participate actively in leadership recruitment and interviews while helping develop diverse and inclusive teams.
  • Ensure compliance with applicable employment legislation and HR practices across supported locations.
Requirements:

The ideal candidate is an experienced human resources professional with strong business acumen, leadership capabilities, and a proven ability to influence stakeholders across a multi-location organization. You should be comfortable balancing strategic thinking with hands-on execution in a fast-paced operational environment.

  • Post-secondary degree in Business, Human Resources, or a related field, or equivalent professional experience.
  • 5+ years of experience as an HR generalist, people leader, or operational partner within a multi-site organization.
  • Demonstrated success delivering measurable business results through talent, engagement, and workforce initiatives.
  • Strong understanding of talent management, performance management, recruitment, employee engagement, and organizational development practices.
  • Fluent in both written and spoken French and English.
  • Excellent communication, coaching, influencing, and relationship-building skills.
  • Ability to challenge and influence stakeholders respectfully while providing valuable strategic perspectives.
  • Strong organizational, prioritization, and time management abilities.
  • Comfortable using technology, HR systems, reporting tools, and digital platforms.
  • Ability to analyze data, identify trends, and translate insights into actionable strategies.
  • Strong problem-solving skills with a proactive and continuous improvement mindset.
  • Ability to connect with individuals from diverse backgrounds, experiences, and perspectives.
  • Willingness to travel approximately 25–50%, including domestic and occasional international travel, with access to a personal vehicle.
