Position Summary

We are looking for a Healthcare Mechanical Project Engineer to provide construction quality management and quality assurance support for the execution of repair and minor construction work with the Naval Medical Center. This support is part of the modernization of surgical and pediatric intensive care units at the Naval Medical Center.


**This is a full-time onsite (Portsmouth, VA) federal contract opportunity as a W-2 employee. This is a 2-year contract.**

Essential Duties and Responsibilities

  • Review submittals and provide recommendations to the Contracting Officer's Representative (COR) concerning acceptability.
  • Review and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contract.
  • Review construction contractor questions and Requests for Information (RFI)/Requests for Clarification (RFC) and recommend responses and solutions to the COR.
  • Review construction contractor’s schedules and report findings to the COR.
  • Review construction contractor’s deficiencies in performance and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.
  • Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlement. Make appropriate recommendations with supporting documentation to COR.
  • Compute time extensions and suggest extensions to the contract time to the COR.
  • Assist the COR in preparing documents during the sequence of events required for processing a change order/modification and claims from initial action to final negotiations and payment. Provide the COR review and analysis of change requests.
  • Make technical interpretations of drawings and specifications and provide engineering determinations on whether methods and materials employed meet the requirements of contract specifications, and make appropriate recommendations to COR.
  • Review project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available. Provide written comments to the COR.
  • Utilize the Resident Management System to prepare and submit reporting information.
  • Review project plans and specifications during both design and construction phase. Plans shall be reviewed for construction contract compliance, constructability, and technical correctness.

Other Essential Duties and Responsibilities

  • Maintain records of all necessary construction documentation such as financial cost accounting, meetings, drawings, submittals, applications for payments, change orders, proposals, purchase orders, communications, transmittals, notes, etc.
  • Attend weekly progress meetings with architects, engineers, and prime construction contractors. Provide report of meeting to Facilities Director with identification of any problems or difficulties and recommendations for resolution.
  • Review submittals, shop drawings, and samples. Provide written comments as the representative of the Facility Manager
  • Perform continual on-site surveillance of construction activities.
  • Inspect the construction contractor’s quality control activities.
  • Monitor and record testing required by contract documents.
  • Maintain weekly progress photos of the project.
  • Review and evaluate HVAC plans, specifications, installation, testing and balance, commissioning, and field verifications.
  • Review and evaluate all change orders/modifications recommended by the architect or his consultants, all change order requests, and cost proposals made by the contractors, and recommend action to be taken to the Facility Manager.
  • Aid in preparing punch list corrections prior to acceptance of the building or portions of it by the Facility Manager.
  • Review final 'as built' drawings for accuracy as representative of the Facility Manager.
  • Collect and review all warranty documents and provide all mechanical and electrical systems information, including operation and maintenance manuals, to NMCP personnel responsible for ongoing maintenance.
  • Provide recommendations for design modifications.
  • Provide effective coordination, support, and promotion of interactions with other staff offices and organizations.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Licensed Mechanical Engineer with 5+ years of experience in healthcare projects and 1+ years of working with Naval Facilities Engineering Command and/or US Army Corps of Engineers on medical projects.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Working Environment

This role is onsite working in an active construction zone/area. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
