In this position, you will work with a team of contractors and consultants to coordinate, develop, plan, and lead various capital development projects. Through this position you will take an integral role in keeping Utah connected and moving through new development and construction initiatives.
This is a Career-Ladder position (Meaning it can be filled at any of the following experience levels)
As a Project Manager I, you will:
- Assist with managing planning, environmental, design, and construction activities for capital projects under the direction of the Director of Capital Development
- Support the oversight of consultants and contractors to help ensure successful project delivery.
- Assist with developing and monitoring project budgets, schedules, and overall project progress.
- Coordinate project activities with internal departments and external agencies to support project objectives.
- Ensure compliance with applicable federal, state, and local regulations throughout project development.
- Support public involvement efforts and prepare materials for community and stakeholder engagement.
As a Project Manager II, you will:
- Manage planning, environmental, design, and construction activities for capital development projects from initiation through completion.
- Oversee consultants, contractors, designers, and project contracts to ensure successful project execution.
- Develop and manage project budgets, schedules, and performance measures to maintain accountability.
- Make project-level decisions related to scope, schedule, budget, and project delivery strategies.
- Coordinate with internal stakeholders and external agencies, including FTA and UDOT, to advance project objectives.
- Lead public involvement efforts and collaboration with elected officials and community stakeholders.
As a Project Manager III, you will:
- Lead complex capital development projects and provide strategic direction to support agency goals and initiatives.
- Manage consultants, contractors, and designers while ensuring effective project delivery and stakeholder alignment.
- Participate in resolving policy issues and identifying strategic opportunities related to UTA's transit program.
- Develop and manage project budgets while proactively identifying and mitigating project and agency risks.
- Build and maintain strong partnerships with elected officials, MPOs, cities, counties, and other key stakeholders.
- Coordinate major project decisions with executive leadership and help shape long-term capital program strategies.
PROJECT MANAGER I
- 2-3 years engineering/planning experience including planning, design, and/or construction of large transportation projects required.
- 2-3 years of project management experience preferred not required.
- Bachelors in Civil, Environmental Engineering, Electrical Engineering, Construction Management, or related field of study. (In lieu of a bachelor’s degree, 4 additional years of experience will be considered)
- Engineer in Training (EIT) and working towards Professional (PE) license. - preferred
- To carry out essential functions of this job, must have a valid Utah’s driver’s license with no more than four moving violations in the past three years; or, if a non-driver, must be able to travel efficiently by another means to and from varied locations within UTA’s service area. Lack of a driver’s license does not necessarily preclude employment. No applicant may have more than one violation of driving under the influence of alcohol and/or drugs within the last ten years.
PROJECT MANAGER II
- 4-6 years engineering/planning experience including planning, design, and/or construction of large transportation projects.
- 3-7 years engineering /project management experience including planning, design, and/or construction of large transportation projects.
- Project management experience with complicated transportation projects – specifically budgets, schedules, scopes of work, stakeholders, federal grant requirements.
- Bachelors in Civil, Environmental Engineering, Electrical Engineering, Construction Management, or related field of study. (In lieu of a bachelor’s degree, 4 additional years of experience will be considered)
- Registered Professional Engineer (PE) required or American Institute of Certified Planners (AICP) certification preferred.
- To carry out essential functions of this job, must have a valid Utah’s driver’s license with no more than four moving violations in the past three years; or, if a non-driver, must be able to travel efficiently by another means to and from varied locations within UTA’s service area. - 7+ years project management experience with multiple complex transportation projects – i.e., complex scope, schedule, budget, numerous stakeholders, limited funding.
- Bachelors in Civil, Environmental Engineering, Electrical Engineering, Construction Management, or related field of study. (In lieu of a bachelor’s degree, 4 additional years of experience will be considered)
- Registered Professional Engineer (PE) required or American Institute of Certified Planners (AICP) certification preferred.
- Project management experience with multiple complex transportation projects – i.e., complex scope, schedule, budget, numerous stakeholders, limited funding.

- Knowledge of FTA programs and requirements – preferred.
- Basic knowledge of project management techniques, software, and tools.
- MS Word and Excel – intermediate proficiency preferred.

- Communicate and interact effectively with the public regarding potentially sensitive issues.
- Help address potential technical and non-technical problems associated with civil infrastructure improvement projects.
- Identify issues that are most significant to success a project.
- Work with stakeholders of projects and be sensitive to stakeholder issues and impact of decision on stakeholders.
- Work in a team environment.
- Implement management directives and decisions.
- Apply creativity and innovation to solving problems.

PROJECT MANAGER II or III

- Recognize potential technical and non-technical problems, and propose solutions, associated with civil infrastructure improvement projects.
- Identify and address issues that are most significant to success of a project.
- Understand stakeholders of projects and be sensitive to stakeholder issues and impact of decision on stakeholders.
- Manage a multi-disciplinary team of agency staff engineers and consultants.
- Formulate and implement management directives and decisions.
- Develop creative problem resolutions and/or alternatives satisfying all, or majority of parties involved or affected.
- This job requires regular and predictable attendance.

Pay Rate:
Project Manager I: $82,400.00 or more depending on experience.
Project Manager II: $92,700.00 or more depending on experience.
Project Manager III: $102,300.00 or more depending on experience.
