Location: This is a hybrid position, with approximately 28% of work performed at Government sites (Patuxent River, MD and Norfolk, VA) and the remainder at the contractor site, with telework subject to Contracting Officer's Representative (COR) approval.
Clearance Requirement: Must possess and maintain a Secret security clearance commensurate with the DD Form 254; access to classified information up to Secret is required.
Years of Experience: Over 10 years performing the duties described herein.
PMA-265 manages the F/A-18 and EA-18G weapon systems portfolio for both U.S. and partner-nation operators. This position supports Program Executive Officer, Tactical Aircraft (PEO(T)) Program/Project Management Services for the F/A-18 and EA-18G portfolio and functions as a senior-level analyst within the Foreign Military Sales and International Business mission set.
Position OverviewThis position provides comprehensive support to PMA-265 Foreign Military Sales (FMS) and International Business activities for the F/A-18 and EA-18G platforms. The Senior Management Analyst collects, organizes, interprets, and reports FMS data, while managing the full lifecycle of Engineering Change Proposals (ECPs), Variances, and Technical Directives. The analyst ensures configuration control, foreign disclosure compliance, and schedule discipline in accordance with established PMA-265 processes and the PMA-265 Configuration Management (CM) Plan (Attachment 5). The role requires continuous interface with program office personnel, Integrated Product Teams (IPTs), and Government stakeholders to sustain accurate documentation, traceability, and timely decision support across international program efforts.
Key Responsibilities- Support PMA-265 Foreign Military Sales (FMS) and International Programs for the F/A-18 and EA-18G weapon systems.
- Collect, analyze, and report FMS program data to support program execution, decision-making, and customer reporting.
- Manage configuration management activities, including Engineering Change Proposals (ECPs), Variances, Technical Directives (TDs), and configuration status accounting in accordance with PMA-265 processes.
- Facilitate and support Configuration Control Boards (CCBs), Deputy CCBs, and other program reviews while maintaining associated documentation and action items.
- Coordinate, track, and maintain ECP implementation status, technical documentation, and configuration records within Government-approved systems.
- Analyze Letters of Request (LORs), develop Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) documentation, and support FMS case execution activities using DSAMS and related systems.
- Conduct foreign disclosure reviews and release readiness analyses in support of technology transfer, security cooperation, and international disclosure processes.
- Review, sanitize, and coordinate the release of technical data, Controlled Unclassified Information (CUI), and classified materials in accordance with applicable disclosure guidance and export control regulations.
- Develop and maintain FMS schedules, calendars, status reports, and program metrics supporting international program execution.
- Coordinate and facilitate meetings, conferences, and engagements with Government stakeholders, Integrated Product Teams (IPTs), and international partners.
- Develop budget estimates and monitor FMS funding execution, commitments, obligations, and expenditures using Navy and DoD financial systems.
- Coordinate with domestic program teams to align international configuration changes, production activities, and logistics planning to maximize affordability and commonality across U.S. and partner-nation programs.
- Bachelor's degree in Business, Management, Engineering, International Affairs, or a related discipline.
- Additional relevant experience may be substituted for degree requirements.
- 10+ years supporting Foreign Military Sales (FMS), Security Cooperation, International Programs, or related acquisition activities.
- Experience supporting DoW acquisition programs, preferably within NAVAIR or Naval Aviation environments.
- Active Secret security clearance required.
- Prior experience supporting NAVAIR, PMA organizations, or Naval Aviation acquisition programs.
- Experience developing and processing LOAs, P&A cases, and other FMS documentation.
- Familiarity with foreign disclosure, technology transfer, and export control processes, including ITAR, AECA, DDLs, and TTSARB activities.
- Experience supporting configuration management activities, including ECP processing and CCB facilitation.
- Experience using Navy and DoD systems such as Navy ERP, DSAMS, MISIL, SharePoint, PBIS, CSPT, ECM, PMD, and related acquisition tools
