Job Description

Job Function:

Plans, organizes and implements activities and special projects pertaining to the City’s distribution and reuse system. Supervises and directs work of Utility Service Workers. Monitors and inspects work in progress. Inspects and interprets gauges, meters and control panels. Estimates labor, material and time. Modifies and adjusts work methods, assignments and crew sizes. Plans and institutes in-service training programs for employees. Enforces department policies, rules and regulations. Evaluates employees and determines discipline, if required. Reads and interprets diagrams, sketches and blue prints. Determines need for equipment repairs and supervises repairs.

Essential Duties:

  2. Supervises and directs work of Utility Service Workers.
  3. Monitors and inspects work in progress.
  4. Inspects and interprets gauges, meters and control panels.
  5. Estimates labor, material and time.
  6. Modifies or adjusts work methods, assignments and crew sizes.
  7. Plans and institutes in-service training programs for employees.
  8. Enforces departmental polices, rules and regulations.
  9. Evaluates employees and determines discipline, if required.
  10. Reads and interprets diagrams, sketches and blue prints.
  11. Determines need for equipment repairs and supervises repairs.
  12. Answers complaints from the public.
  13. Assists and cooperates with contractors and other municipal departments.
  14. Orders departmental supplies and equipment.
  15. Responsible for repair and maintenance work on water distribution and reuse systems.
  16. Assists in repairs of City Wastewater system in times of need.
  17. May drive and operate departmental equipment.
  18. Works on-call on a rotation basis on weekends and nights.
  19. Driving of City Vehicles (A valid Florida Driver’s License is required)
  20. Performs other related duties as required.


Knowledge, Skills, and Abilities:


  • Knowledge of the materials, methods, practices and equipment used in pipe fitting and skill in their use.
  • Knowledge in the construction and repair of various utility facilities.
  • Knowledge of the City’s utility systems (Water, Wastewater, Electric, and Communications).
  • Knowledge of SCADA system
  • Ability to work from sketches, maps and blueprints.
  • Ability to understand and follow oral and written directions.
  • Ability to establish and maintain effective working relationships with other employees and the general public.


Required Qualifications:


  • High school graduation or GED.
  • Five (5) years of supervisory experience in Distributions or Collection Operations.
  • Some experience in the construction, repair and maintenance of utilities distribution and collection facilities; or and equivalent combination of education and experience.
  • Water Distribution C License required.
  • Water Distribution B License preferred.
  • Class C Drinking Water License preferred.
  • Back Flow Prevention License preferred.
  • A valid Florida Commercial B Driver’s License is required.
  • A comparable amount of education and/or experience can be substituted for the minimum qualifications.
  • Complete the required National Incident Management System (NIMS) training within six (6) months of completion of probationary period.

Essential Physical Skills:

  • Ability to talk by means of spoken words.
  • Acceptable eyesight (with or without corrections): visual acuity is required in order to accurately read meters.
  • Ability to communicate effectively in English both orally and in writing.
  • Acceptable hearing (with or with hearing aid).
  • Must be able to exert up to 80 pounds of force occasionally and/or negligible amount of force frequently or constantly to life, carry, push, pull or otherwise move objects.
  • Must be able to operate tapping machines from ¾ to 12 inches, front end loader, backhoes, trenchers, pickup trucks, pumps, generators, and automobiles.


Equipment:


  • Trucks, may operate heavy automotive equipment such as tractor-mower, backhoe, bulldozer, grader, sweeper, etc.
  • SCADA system.
  • Motors, pumps, valves, gauges.
  • Various hand tools and equipment.
  • Two-way radio.

Environmental Conditions:

  • Works primarily in the outdoor environment and is subject to sun, heat, humidity, rain, cold, and inclement weather.
  • Some high stress situations when required (before and after storm events).
  • Works during daytime and nighttime hours
