This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Project Manager based in United States.
This role supports major public-sector technology modernization initiatives focused on improving customer-facing services and operational systems.
You will contribute to complex programs involving ticketing, reservations, terminal operations, customer relationship management, and real-time traveler information.
The position combines project coordination, business analysis, requirements management, Agile delivery, and stakeholder engagement.
You will work across business operations, IT, vendors, product teams, and executive stakeholders to align priorities and drive delivery.
A strong emphasis is placed on requirements traceability, process improvement, testing, operational readiness, and risk management.

- Lead the gathering, documentation, validation, and refinement of business and technical requirements across major technology modernization initiatives.
- Analyze current-state and future-state business processes, identify gaps and opportunities, and develop clear process documentation and visualizations.
- Maintain and prioritize requirements backlogs in Azure DevOps, including user stories, features, epics, acceptance criteria, and traceability.
- Partner with product owners, subject matter experts, business teams, and technology stakeholders to define requirements and ensure alignment throughout delivery.
- Facilitate stakeholder workshops, interviews, and cross-functional discussions to capture, clarify, and validate business needs.
- Support Agile delivery activities including backlog grooming, sprint planning, reviews, demonstrations, and iterative stakeholder validation.
- Develop and coordinate test scenarios, support defect triage, and assist with system validation and user acceptance testing through release readiness and sign-off.
- Support change management activities, including impact assessments, readiness planning, training coordination, and operational transition.
- Serve as the lead requirements manager across multiple workstreams, promoting consistency in requirements analysis, documentation, and change control.
- Support senior project leadership with schedule integration, team coordination, dependency management, and alignment between business and technical activities.
- Identify, track, and escalate risks, issues, dependencies, and operational impacts, driving mitigation actions with appropriate stakeholders.
- Prepare project communications, status updates, executive reports, decision briefs, dashboards, and KPI-driven performance updates.
- Support public-sector procurement activities, including requirements development for RFI/RFP processes and vendor selection, where applicable.
- Contribute to pilot deployments, phased system rollouts, operational readiness activities, and continuous-improvement initiatives.
Requirements:
- Hands-on experience in requirements engineering, including elicitation, documentation, traceability, prioritization, and change control using Azure DevOps.
- Strong knowledge of Agile delivery methodologies such as Scrum or SAFe, including backlog management, sprint planning, reviews, demos, and iterative validation.
- Proven ability to facilitate stakeholders across business operations, IT, vendors, operational teams, and executive leadership.
- Experience with public-facing business workflows involving system integrations, data migration, operational readiness, and complex technology environments.
- Strong experience with test planning and UAT coordination, including scenario development, defect triage, validation, and release readiness.
- Demonstrated expertise in operational process analysis and future-state design, including the use of visualization and process-mapping tools.
- Strong risk, issue, dependency, and change-management skills, with the ability to identify impacts early and drive effective mitigation.
- Excellent written and verbal communication skills, with experience producing executive-level reports, decision briefs, requirements documentation, test plans, operational procedures, and status updates.
- Strong analytical abilities, including the capacity to define KPIs, interpret operational metrics, and support data-driven continuous improvement.
- A project management and/or business analysis certification is desirable.
- Advanced proficiency with Azure DevOps, particularly for requirements traceability, dashboards, and release reporting, is preferred.
- Experience in public-sector procurement, including RFI/RFP development and enterprise platform vendor selection, is an advantage.
- Knowledge of data governance and privacy requirements for customer and operational data is desirable.
- Experience coordinating pilot deployments, phased technology rollouts, and operational readiness activities is a plus.
- Experience working with academic or industry research partners to assess and integrate emerging technologies is beneficial.
- Ability to work effectively in a complex, multi-stakeholder environment while maintaining strong organization, initiative, and attention to detail.

- Contract compensation of $75–$85 per hour on W-2, with the range based on full benefits participation
