The Sr. Infrastructure Planner will provide senior-level expertise in infrastructure, facilities, construction, and capital planning within a complex federal environment. This role will help shape strategies for sustaining, recapitalizing, and modernizing infrastructure across a large, mission-critical enterprise. You will evaluate infrastructure plans, investment strategies, site conditions, risks, schedules, and resource requirements to support long-term planning. The position requires strong analytical judgment and the ability to translate complex technical and programmatic information into practical recommendations for leadership. You will collaborate with multiple organizations, programs, and sites to align infrastructure investments with mission priorities. The role also offers opportunities to lead planning initiatives, support portfolio management, and share expertise with less-experienced team members.

The Sr. Infrastructure Planner will independently lead infrastructure planning and analytical activities while supporting enterprise-wide investment, portfolio, and program management efforts.

• Develop infrastructure strategies and recommendations for sustaining, recapitalizing, and modernizing infrastructure across the Nuclear Security Enterprise.
• Review and assess site infrastructure plans, master plans, investment strategies, and related planning materials.
• Integrate mission requirements, infrastructure condition and capacity, risk, schedules, and resources into near-, mid-, and long-term planning.
• Support enterprise infrastructure initiatives involving office space, utilities, and other cross-functional infrastructure requirements.
• Evaluate and prioritize infrastructure investments, including sequencing, dependencies, implementation approaches, and potential mission impacts.
• Assess changes in mission requirements, funding assumptions, schedules, and site conditions and recommend actions related to cost, schedule, risk, and mission outcomes.
• Research complex infrastructure issues and provide technical, analytical, and programmatic advice to senior leadership and program managers.
• Coordinate across federal organizations, programs, and sites to align infrastructure planning with broader mission and enterprise objectives.
• Support portfolio management activities covering planning, prioritization, schedule integration, performance, resources, and financial analysis.
• Prepare senior-level briefings, decision materials, analyses, and recommendations by integrating input from multiple organizations and disciplines.
• Lead planning and analytical initiatives independently and share infrastructure planning knowledge and best practices with less-experienced colleagues.

Requirements:

The ideal candidate brings extensive experience in infrastructure, facilities, construction, capital planning, or related program management, combined with strong analytical, communication, and program coordination capabilities.

• Bachelor’s degree in engineering, architecture, construction management, facilities management, planning, business, public administration, or a related field; significant directly relevant professional experience may substitute for a degree in a directly related discipline.
• 8+ years of progressively responsible experience in infrastructure, facilities, construction, capital planning, or related program management.
• Demonstrated experience developing, reviewing, or implementing infrastructure or capital investment plans.
• Strong understanding of infrastructure planning and the relationships among mission requirements, facility condition and capacity, utilities, construction, recapitalization, risk, schedules, and investment priorities.
• Ability to analyze complex infrastructure issues and translate technical and programmatic information into practical recommendations for senior decision-makers.
• Strong program management and coordination skills, including experience with planning, prioritization, schedules, budgets, risk, and performance.
• Ability to work independently, exercise sound professional judgment, and deliver high-quality work with limited supervision.
• Excellent written and verbal communication skills, including experience preparing executive-level briefings, analyses, and recommendations.
• Ability to obtain and maintain a U.S. Department of Energy (DOE) Q clearance.
• Master’s degree in a related field is preferred.
• Prior NNSA or DOE experience in infrastructure, capital planning, construction, facilities, or site planning is preferred.
• Federal or public-sector infrastructure and capital planning experience is a plus.
• Experience with large and complex infrastructure portfolios, master planning, utilities planning, asset management, or capital investment prioritization is desirable.
• Familiarity with the Nuclear Security Enterprise and the relationship between mission programs and enabling infrastructure is beneficial.
• An active DOE Q or equivalent security clearance is preferred.
