Capital Project Procurement Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Capital Project Procurement Manager based in United States.

This role plays a critical part in driving procurement strategy and execution for large-scale capital investment projects within a heavy industrial environment. You will be responsible for ensuring that sourcing, contracting, and supplier management activities are fully aligned with project objectives, cost targets, and execution timelines. Acting as a key interface between project teams, category management, and global stakeholders, you will shape procurement strategies that enable successful delivery of complex engineering and construction projects. The position requires strong expertise in capital project procurement, supplier negotiations, and contract management across global markets. You will also contribute to risk management, financial optimization, and lifecycle cost analysis to ensure value creation across the full project lifecycle. This is a highly strategic and execution-focused role with direct impact on project success, capital efficiency, and operational readiness.

Accountabilities:
  • Develop and implement procurement strategies aligned with capital project objectives, timelines, and success criteria.
  • Manage end-to-end procurement activities including sourcing, contracting, bidding, and supplier selection for capital projects.
  • Build and maintain detailed procurement execution plans, ensuring alignment with project teams and stakeholders.
  • Oversee bidder qualification, supplier selection processes, and ensure compliance with internal governance and approval frameworks.
  • Coordinate technical and commercial evaluations, negotiations, and contract award processes.
  • Ensure procurement cost, schedule, and quality targets are met for all assigned capital projects.
  • Collaborate with category management teams to align sourcing strategies with global procurement frameworks.
  • Manage supplier relationships, including discovery, onboarding, and performance evaluation.
  • Support contract lifecycle activities, including change orders, compliance checks, and documentation traceability.
  • Lead procurement closeout activities, capturing lessons learned and ensuring proper handover to operations and maintenance teams.
Requirements:
  • Bachelor’s degree in Business, Engineering, Procurement, Finance, or related field.
  • 10+ years of experience in capital project procurement within heavy industrial sectors such as chemicals, mining, or oil & gas.
  • Strong experience managing procurement for large-scale capital equipment, materials, contractors, and EPC/EPCM projects.
  • 7+ years of experience in capital project planning, including sourcing strategy development and spend forecasting.
  • Deep knowledge of contracting strategies, delivery models, and risk allocation in EPC/EPCM environments.
  • Experience in global supplier markets, including cost drivers, supplier capabilities, and long-lead equipment sourcing.
  • Strong financial acumen with experience in lifecycle cost analysis, bid evaluation, and risk assessment.
  • Experience with procurement systems, contract lifecycle management tools, and supplier management platforms.
  • Strong negotiation, stakeholder management, and cross-functional collaboration skills.
  • Ability to manage complex procurement cycles under tight project timelines and budget constraints.
