Overview:

Performs a wide variety of highly responsible and confidential Informational Technology (IT) duties as an assistant involving complex matters relative to all phases of a major departmental program or several small complex program areas; acts as a liaison with the Department of Information Services; responsible for initiating and completing all aspects of IT related functions; performs research in order to respond to complaints and inquiries received regarding rules, policies, laws and procedures.

Duties and Responsibilities:
  • Serves as liaison between Administrative Hearings and the Department of Information Technology; responsible for generating detailed project initialization requests for any new project or modification of any existing program; researches and makes recommendations on any new or replacement computer equipment; participates in the development and implementation of new programs or in the revision/improvement of old system/programs; advises users and management in using specialized technical software/programs; responsible for generating requests for user ID’s, computer accounts and security for several programs; responsible for installing new programs; responsible for assisting employees with computer problems and computer relocations; responsible for the maintenance and/or revision of internet and intranet pages; attends workshops and training when scheduled. Will assist with the submission of communications related documents when required.
  • Manages applicable IT contractors and collaborates with the IT department on deployment of contractors, including programming contractors. This management is expected to include the implementation of new software programming for Department utilized hearing apps and software.
  • Assists the Director and Deputy Director in preparing the annual budget; technological advancement planning; gathers information, makes projections; determines the necessity of new equipment and electronic data processing equipment; assists with IT related equipment purchases; attends Budget meetings and workshops when scheduled and related to IT purchases; and engages in a modernization plan.
  • Performs other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with courses in public or business administration AND three (3) years of professional experience in a public or private organization. Additional requirements may need to be met for applicants to be deemed qualified for individual positions within the class; this may include specific licenses, certifications or credentials as related to the position's duties and responsibilities as defined by the Department of Personnel.

Knowledge, Skills and Abilities:
  • Requires extensive knowledge of administrative practices and methods.
  • Requires working knowledge of departmental operations.
  • Requires ability to express complex ideas clearly both orally and in writing.
  • Requires ability to develop and maintain satisfactory working relationships with management, other agency representatives and the general public.
  • Requires ability to analyze operational and administrative problems and to adopt an effective course of action.
  • Requires ability to deal tactfully with matters of a confidential, sensitive or controversial nature.
  • Requires ability to exercise independent judgment in dealing with operational and personnel management problems and to take appropriate course of action to correct such problems.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires ability to lift and carry up to 50 lbs.
