We are seeking an experienced Federal Senior Subcontracts Manager to lead subcontracting strategy, compliance, and performance management across a portfolio of federal government programs. In this strategic leadership role, you will oversee the entire subcontract lifecycle, from proposal development and solicitation through negotiation, award, administration, and closeout. You will serve as a trusted advisor to operational and business development teams, ensuring subcontracting decisions align with program objectives, contractual obligations, and organizational priorities. Working in a collaborative, matrixed environment, you will partner with procurement, finance, compliance, and other stakeholders to manage complex agreements and mitigate contractual risks. You will also lead and develop a team of subcontract specialists while promoting best practices, operational efficiency, and continuous improvement. This opportunity is ideal for a seasoned contracting professional with strong federal acquisition expertise and a passion for strategic leadership.

Accountabilities
  • Lead and oversee the full subcontract lifecycle, including teaming arrangements, solicitation, proposal evaluation, negotiation, award, performance monitoring, change management, and contract closeout.
  • Develop and implement strategic subcontracting plans across assigned portfolios, aligning subcontractor selection and management practices with business objectives, project requirements, and federal contracting obligations.
  • Provide expert guidance to project teams on subcontract administration, internal policies, contracting tools, federal requirements, and strategic agreements with significant operational or financial impact.
  • Lead the preparation and evaluation of requests for proposals (RFPs) and requests for quotations (RFQs), including technical assessments, cost and price analyses, negotiation strategies, and award recommendations.
  • Draft, review, negotiate, and administer subcontracts, purchase orders, Teaming Agreements (TAs), Non-Disclosure Agreements (NDAs), and other contractual instruments.
  • Ensure subcontracting activities comply with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), applicable government requirements, and internal policies.
  • Oversee subcontract administration activities, including contract flow-down provisions, inspection and acceptance, payment terms, warranties, change management, records retention, and closeout documentation.
  • Conduct pre-award compliance reviews, maintain accurate subcontract files, support Contractor Purchasing System Review (CPSR) requirements, and assist with internal and external audits.
  • Advise business development teams during capture and proposal phases, leading subcontract-related proposal content, cost analyses, management plans, compliance documentation, and teaming negotiations.
  • Monitor subcontractor performance, evaluate schedules and deliverables, analyze performance data, and collaborate with project managers, procurement, and finance to address risks and ensure successful program execution.
  • Oversee the effective use of contract lifecycle management and enterprise systems, including iCertis, Coupa, and Costpoint, to support subcontract awards, documentation, reporting, and contract administration.
  • Lead, mentor, and develop a team of subcontract specialists by managing workloads, supporting professional growth, establishing performance expectations, and promoting a customer-focused team culture.
  • Establish and improve subcontracting policies, procedures, training initiatives, and operational best practices to strengthen compliance, consistency, and organizational efficiency.
  • Collaborate across departments and with government representatives, customers, suppliers, and senior leadership to resolve complex contracting issues and support strategic business outcomes.
Requirements
  • Bachelor's degree in a relevant field and at least seven years of related professional experience, or an equivalent combination of education and experience.
  • Extensive knowledge of federal subcontracting practices, including the preparation, negotiation, award, and administration of various subcontract types, such as Cost-Reimbursement, Firm-Fixed-Price, and Time-and-Materials agreements.
  • In-depth understanding of FAR and DFARS requirements, including compliance obligations, subcontract flow-down provisions, Teaming Agreements, Non-Disclosure Agreements, and federal acquisition best practices.
  • Demonstrated experience managing subcontracts under prime federal government contracts, preferably in complex or highly technical environments.
  • Strong knowledge of government contracting documentation, cost and price analysis, negotiation memoranda, pre-award compliance reviews, and CPSR-compliant policies and procedures.
  • Experience supporting CPSR preparation, subcontract compliance assessments, and government or internal audits.
  • Experience supporting U.S. government and commercial contracting requirements, preferably involving the Department of Defense (DoD), national security, defense, intelligence, or other federal programs.
  • Proven leadership experience managing subcontracting professionals in a customer-focused, matrixed organization, including workload planning, team development, performance management, and cross-functional coordination.
  • Experience with contract lifecycle management platforms, enterprise resource planning (ERP) systems, and business applications, preferably iCertis, Coupa, and Costpoint.
  • Proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint, with the ability to prepare reports, analyze contract data, and develop clear contractual documentation.
  • Strong strategic thinking, analytical reasoning, negotiation, and problem-solving skills, with the ability to assess complex situations, evaluate business risks, and recommend effective solutions.
  • Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to engage effectively with senior management, operational teams, procurement professionals, customers, suppliers, and government representatives.
  • Demonstrated ability to manage competing priorities, exercise sound judgment, maintain accurate records, and deliver compliant contracting outcomes in a dynamic business environment.
  • Ability to influence stakeholders, build productive working relationships, and drive process improvements across multiple functions.
