Overview
The Program Controls department at Bath Iron Works is charged with ensuring that all program efforts are executed in a manner consistent with the various contract types, terms and conditions agreed upon at the time of negotiation of each contract. These obligations are to ensure that the appropriate business model is being adhered to in order to safeguard profit maximization.
The Senior Program Analyst position is responsible for maintaining and reporting on the financial and contractual health of the Post Delivery & Service contracts that Bath Iron Works holds with the United States Navy. This includes applying project management principles to assigned projects, as well as day-to-day maintenance of the BIW cost systems and data reporting platforms. An overarching tenet of the department's direction is to continue to develop, design & implement new/revised policies, procedures, tools & techniques to manage the growing volume of scope on the Post Delivery & Service contracts.
Key Responsibilities
Safety Leadership:
- Enforce safety policies and procedures, with a focus on housekeeping and personal safety.
- Participate in initiatives to enhance workplace safety and foster a culture of continuous improvement.
Project Execution:
- Measure and monitor program performance, including the impact of programmatic decision making on future performance.
- Coordinate with Navy Contracts and Finance on all matters relating to funding, contractual concerns and formal communications.
- Deliver program metrics and reporting to leadership and interpret use of that information by way of recommendations for action.
- Responsible for coordinating and tracking funding health and status of all contract line items by tracking team wide funding depletion status & burn rate of incrementally funded contracts.
- Manage project level Estimates at Complete (EACs), inclusive of labor and material estimates, as well as subcontractor/vendor commitments.
- Responsible for the data management and data integrity of the BIW approved cost system (Deltek Cobra).
- Responsible for internal & external performance reporting.
- Review reports and analytics developed by peers.
Training and Development:
- Incorporate feedback and lessons learned to improve future project management and analysis practices.
- Follow department processes and procedures that are well-documented and communicated and kept up to date.
- Implement & update procedures and training materials.
- Mentor and train junior Analysts on all Program Controls functions and responsibilities.
Team Collaboration and Communication:
- Follow department/contractual protocol and guidelines that are communicated and thoroughly understood by all stakeholders.
- Ensure compliance with government regulations, corporate policies and best practices.
- Support Program Office and all functional areas within Program.
- Help interpret and communicate contractual and financial restrictions/requirements and guidelines to senior management.
- Collaborate with functional leads across multiple BIW departments to facilitate the execution of contract scope.
Continuous Improvement:
- Participate in Business Operating System (BOS) principles and productivity enhancements.
- Respond as needed to IPTs looking to streamline processes and improve safety, quality and cost-efficiency.
- Drive change and efficiency within the Program Controls organization and BIW enterprise.
Responsibilities
- Bachelor's degree in Technical/Engineering, Business Administration, Finance, Accounting, or a related field required.
- Proficiency with computers including Microsoft Office products required.
- Earned Value Management experience preferred.
- Experience with Deltek (Cobra/Open Plan) & SAP preferred.
Qualifications
- 3+ years of relevant business experience required.
- Prior experience in Government Contracting; Program Controls/Finance; Cost Accounting preferred.
- Good project management skills including prioritization of multiple tasks and deliverables.
- Proven history training and mentoring others.
- Ability and drive to work independently and within a dynamic team environment.
- Ability to build strong relationships across the BIW organization is critical.
- Strong organizational and time management skills.
- Highly motivated person with proven analytical skills.
- Adept at prioritizing and managing deadlines.
