Job Description
GENERAL STATEMENT OF JOB
Under limited supervision, is responsible for overseeing the daily operations, maintenance, and preservation of parks and recreational areas under the Parks and Beautification department. This key leadership position requires a combination of strong managerial, organizational and efficiency skills with a deep appreciation for natural resources. The Park Superintendent will be tasked with managing park staff, ensuring safe and efficient operations of daily activities, coordinating projects, maintaining proper records, storm management and is an essential part of the City’s events. The role of Park Superintendent is vital in ensuring that park facilities and grounds are maintained to high standards and that visitors enjoy a safe and enriching experience. This position reports to the Director of Operations.
6:30 a.m. to 3:30 p.m., Monday through Friday, with some weekend and on-call hours expected.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Is responsible for the daily supervision of all personnel in the Department as required to ensure that proper guidelines are being followed according to established standards and specifications and to promote safety and efficiency. Performs such supervisory duties as instructing; assigning, reviewing, and planning work; coordinating activities; maintaining standards; allocating personnel; acting on employee problems; selecting new employees; and recommending transfers, promotions, recommendations regarding disciplinary actions, terminations, and salary increases.
Directs and oversees specific duties related to all Departmental functions including city-sanctioned events; right-of-way maintenance; property landscaping for general beautification of uptown and other city-owned property including parks;
Responds to complaints or concerns from council, city administration or city residents related to public cleanliness and beautification and provides follow-up. Participate in planning future recreational or beautification initiatives for the City.
Performs a variety of administrative duties including determining Departmental policies and procedures and implementing safety programs.
Coordinates with other departments and external vendors as necessary to complete projects and maintain service quality. Maintains an appropriate inventory of department tools, supplies and materials needed to complete daily functions.
Assists in budget preparation and expenditure tracking.
Determines needed equipment repairs and ensures that equipment and machinery are in safe and proper operating condition; supervises the preventative maintenance program and employee implementation of same; coordinates equipment repairs as required. Purchases equipment and supplies as needed in accordance with the City’s procurement procedures.
Prepares, maintains, and/or processes various reports and records as required such as requisitions, time sheets, maintenance reports, attendance reports, evaluation reports, etc.
Operates a variety of types of trucks, tractors, and lawn mowers as well as a leaf machine. Utilizes an assortment of types of other equipment in the performance of daily tasks including chainsaw, hand tools, shovel, rake, etc.
Assists with city-sanctioned events by coordinating with the events management team, Fire Department, and Police Department to aid in ensuring communication, proper staffing and scheduling are in place for city-sanctioned events. Attends meetings, coordinates supplies and equipment; oversees the setting up, operation, breakdown and cleanup for city-sanctioned events.
Assists with monitoring incoming weather related to storm management. Assists with pre-storm preparation and executing storm cleanup. Coordinates with the Director of Operations, Streets Department, Sanitation Department, Police Department and Fire Departments for road closures and emergencies.
Operates a city vehicle safely in various weather and traffic conditions.
ADDITIONAL JOB FUNCTIONS

MINIMUM TRAINING AND EXPERIENCE
High school diploma and three to five years of experience in park management, landscape, event management; and two to three years of supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Degree or technical certification in public works, landscaping or related field is preferred. Must possess a valid S.C. driver's license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:Must be physically able to operate various types of motor vehicles as well as a variety of types of other equipment including lawn mowers, leaf machines, rakes, shovels, etc. Must be physically able to exert up to fifty pounds of force occasionally or frequently to lift, carry, push, pull, or otherwise move objects. Physical demands are more than sedentary work; position involves walking, standing, stooping, crouching, and climbing for brief periods of time. Must be able to lift and/or carry weights of approximately one hundred pounds.
Data Conception:Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes the giving of assignments and instructions to assistants. Includes the receiving of information and instructions from supervisor.
Language Ability: Requires the ability to read a variety of documents and reports. Requires the ability to prepare various documents and reports including vehicle maintenance reports, monthly reports, requisitions, personnel records, etc., using the proper format. Requires the ability to communicate and interact with other employees, shop personnel, inmates, and the general public, etc. with poise, voice control, and confidence.
Intelligence: Requires the ability to apply principles of rational systems such as road construction, trash collections, personnel management, and public relations, in order to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
Verbal Aptitude: Requires the ability to record and deliver information and to follow verbal and written instructions.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; add, subtract, multiply, and divide numbers; determine decimals and utilize percentages; and determine time and weight.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes in using various types of equipment. Must be able to operate a motor vehicle.
Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.
Color Discrimination: Does not require the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.
Physical Communication: Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.)

Knowledge of Job: Has thorough knowledge of the policies, procedures, and activities of the Department as they pertain to the performance of duties of the Superintendent. Possesses thorough knowledge and expertise in all maintenance, repair, installation, and beautification functions of the Department as well as trash collection functions and the processes involved in same. Has extensive knowledge of the principles of organization, planning, management, and supervision as required by the Department in order to ensure that goals are obtained. Is able to use independent judgment and discretion in preparing goals, setting schedules, assigning work, and planning for future needs of the department. Is able to develop and administer plans and activities as required to maintain operations. Is knowledgeable of training methods and has the ability to instruct others through explanation, demonstration, and supervised practice; or make recommendations on the basis of technical disciplines. Maintains an effective and positive relationship with customers, subordinates, supervisors, other staff personnel, sales representatives, etc. Has the ability to handle public complaints effectively. Is able to maintain control of assigned activities through effective supervision of subordinates. Is able to inspect the work of subordinates to ensure safe and proper completion of projects. Knows of records and reports which must be maintained and prepared and has the ability to maintain and prepare them in an efficient and accurate manner.
