Oneida Professional Services (OPS) is looking for a motivated Program/Project Manager - TAEP
Employment Status: Contingent upon contract award
Location: Flexible contractor-site or authorized telework location, subject to individual task-order requirements
Primary Customer Location: PM TRASYS, Orlando, Florida
Travel: Periodic CONUS and OCONUS travel may be required
The Program/Project Manager will manage staffing, schedules, costs, risks, deliverables, subcontractor performance, meetings, and customer communications. The position requires an organized and responsive leader who understands Government contracting, professional-services delivery, and training analysis or instructional-systems projects.
Primary Responsibilities
- Serve as the primary management and coordination point between the contractor, subcontractors, Government task leads, contracting personnel, and technical stakeholders.
- Manage task-order cost, schedule, staffing, performance, quality, and contractual compliance.
- Develop and maintain project management plans, integrated schedules, staffing plans, work breakdown structures, and task-order execution strategies.
- Coordinate the assignment of instructional analysts, subject-matter experts, quality-control personnel, and other supporting specialists.
- Monitor labor-hour usage, funding, milestones, dependencies, and deliverable status.
- Identify project risks and develop practical mitigation and recovery plans.
- Lead kickoff meetings, progress reviews, technical interchange meetings, status meetings, and deliverable reviews.
- Ensure contractor activities comply with the PWS, individual task orders, approved analysis methodologies, security requirements, and applicable Government guidance.
- Coordinate with the ISD III Lead to ensure the technical approach, staffing model, and schedule support each analysis or evaluation requirement.
- Manage subcontractor participation and integrate subcontractor personnel into the overall task-order team.
- Review reports, briefings, schedules, and contract data requirements before submission.
- Prepare and submit monthly status reports, meeting minutes, action-item updates, staffing information, and other required management products.
- Maintain effective communication with geographically dispersed personnel working at contractor facilities, telework locations, and Government installations.
- Support task-order proposal development, including staffing, labor-hour estimates, schedules, assumptions, and risk assessments.

Minimum Qualifications
- Bachelor’s degree in business administration, program management, education, instructional systems, engineering, or a related field. Additional directly relevant experience may be considered in place of a degree.
- At least seven years of progressively responsible project or program management experience.
- Experience managing Government professional-services, training, instructional-design, technical-documentation, engineering-support, or analytical projects.
- Demonstrated ability to manage cost, schedule, staffing, risks, deliverables, and geographically dispersed teams.
- Experience coordinating technical personnel, subject-matter experts, subcontractors, and Government stakeholders.
- Strong written communication, briefing, organization, and customer-service skills.
- Proficiency with project scheduling, collaboration, document-management, and Microsoft Office applications.
- Ability to obtain and maintain any suitability determination, installation access, or security clearance required by an individual task order.
Preferred Qualifications
- Project Management Professional certification.
- Experience supporting the Department of Defense, Marine Corps, Navy, PM TRASYS, or Marine Corps training organizations.
- Experience managing instructional-systems design, front-end analysis, training-system evaluation, or training-effectiveness projects.
- Familiarity with IDIQ contracts, task-order management, CDRLs, quality-control processes, and Government deliverable reviews.
- Experience managing teams performing work at multiple CONUS and OCONUS locations.
Work Location and Travel
Work may be performed at the contractor’s facility or an authorized telework location when permitted by the applicable task order. The Program/Project Manager must be available to support meetings and reviews with PM TRASYS in Orlando, Florida, and to travel to Government or Marine Corps installations as required.
Potential travel locations may include Quantico, Camp Pendleton, Camp Lejeune, Twentynine Palms, Yuma, Hawaii, Okinawa, Iwakuni, Camp Fuji, and other locations identified in individual task orders
