Position Status: This position is contingent upon contract award and successful contract transition. Employment is also contingent upon the candidate's ability to satisfy all customer, contract, and security clearance requirements.
If awarded, this position is expected to be covered by a Collective Bargaining Agreement (CBA). Compensation, benefits, and working conditions for covered positions will be administered in accordance with the applicable agreement and contract requirements.
WHAT YOU'LL DO
The Chief Engineer provides technical leadership and operational oversight for facility infrastructure, utility systems, central plant operations, and building systems supporting a complex federal facility. This position is responsible for ensuring critical systems are operated, maintained, and repaired safely and efficiently while supporting reliability, regulatory compliance, and mission readiness. The Chief Engineer serves as the senior technical authority for plant and building operations and provides leadership and guidance to engineering, maintenance, and operations personnel.
Key responsibilities include:
- Provide technical leadership and oversight for facility operations, maintenance, and engineering activities.
- Oversee the operation, maintenance, repair, and reliability of mechanical, electrical, plumbing, utility, and building automation systems.
- Lead troubleshooting efforts for complex facility, equipment, and infrastructure issues.
- Support preventive maintenance, predictive maintenance, and reliability-centered maintenance programs.
- Review engineering documents, technical specifications, drawings, maintenance procedures, and operational plans.
- Develop recommendations for system improvements, equipment replacements, and infrastructure enhancements.
- Coordinate with operations, maintenance, quality control, safety, and Government personnel to support mission requirements.
- Monitor system performance and identify opportunities to improve reliability, efficiency, and operational effectiveness.
- Support outage planning, commissioning activities, inspections, testing, and facility assessments.
- Ensure compliance with applicable codes, regulations, safety requirements, and contract standards.
- Assist in the development of maintenance strategies, standard operating procedures, and technical documentation.
- Provide technical guidance, mentorship, and support to engineering and maintenance personnel.
JOB REQUIREMENTS & QUALIFICATIONS
Required:
- Minimum of five (5) years of supervisory experience supporting physical plant operations, facility maintenance, utility systems, or building operations.
- Demonstrated experience supporting large commercial, industrial, institutional, government, or campus-style facilities.
- Experience overseeing the operation, maintenance, and reliability of building systems, utility infrastructure, and central plant operations.
- Certified Plant Engineer (CPE) through AFE, United States Coast Guard Third Assistant Engineer License (Steam, Motor, or Gas Turbine), State Stationary Engineer License, or equivalent credential recognized by the contract.
- Ability to obtain and maintain a Secret security clearance.
- U.S. Citizenship required.
- Strong leadership, troubleshooting, communication, and operational planning skills.
- Ability to pass a background check and drug screening.
Preferred:
- Bachelor's degree in Facilities Management or a related discipline.
- Experience supporting federal government facilities contracts.
- Experience supporting central utility plants, power generation systems, chilled water systems, steam systems, or mission-critical infrastructure.
- Experience with computerized maintenance management systems (CMMS).
- Experience overseeing multi-disciplinary maintenance teams.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT
This position is performed in a combination of office, maintenance, utility, industrial, and outdoor environments and requires regular interaction with facility infrastructure, utility systems, and building operations. The incumbent must be able to sit, stand, walk, climb stairs, and navigate large facilities for extended periods while conducting inspections, evaluating equipment performance, and supporting operational activities. The position may require occasional climbing of ladders, access to mechanical spaces, utility areas, rooftops, and other facility locations.
The incumbent must be able to occasionally lift and carry items weighing up to 25 pounds and wear required personal protective equipment (PPE) when entering designated work areas. Work may involve exposure to varying weather conditions, noise levels, mechanical equipment, electrical systems, industrial environments, and operational activities. Occasional evening, weekend, on-call, or extended work hours may be required to support operational requirements, facility emergencies, outages, or contract needs.

The compensation range provided for this position is intended as a general guideline. Actual compensation will be determined based on factors such as experience, qualifications, education, certifications, geographic location, market conditions, and business needs, consistent with applicable laws and contract requirements.

Positions covered by the Service Contract Act (SCA), Davis-Bacon Act (DBA), Collective Bargaining Agreement (CBA), Fair Labor Standards Act (FLSA), or other applicable contract requirements will be administered in accordance with those requirements. Compensation, benefits, and work rules for positions covered by a Collective Bargaining Agreement will be governed by the applicable agreement.
