Job Title: Construction Manager

Location: 1401 Constitution Avenue NW Washington, DC 20230

Pay Range: $115,000 – 125,000/year plus benefits

Client: General Services Administration (GSA)

Project Name: Construction Management services for General Services Administration

Project Duration: 475 days

Project Details (Size, SOW, Site Background, etc.):
Size of Project: 33,209 SQFT

SOW: Support the GSA Project Manager by providing recommendations to ensure the project goals and objectives in the [General] Contractor’s SOW are met. The CMa Contractor will not be tasked with making any final decisions or reviews/approvals on behalf of the federal government. Decisions during construction will be based on meeting or exceeding the project objective.

Site Background, etc.: Convert 33,209 SQFT of the basement, an unconditioned shell into a consolidated SCIF

Work Schedule
All construction project work will not occur outside of normal business work hours 6:30pm-6:30am. The contracted position will be required to work part time and/or full time (hours will vary) during business hours (6:30am - 6:30pm) onsite during all construction activities.

Daily Responsibilities:

  • The CMa Contractor shall coordinate all work, schedules, construction, meetings, and other duties with GSA, the tenant, and the Construction Contractor.
  • The CMa Contractor shall operate in both anticipatory and reactive modes. The CMa Contractor must take the initiative, act in advance to generate activity, and follow up so that all construction activities are started and completed on time. The CMa Contractor shall use any applicable GSA forms and procedures as instructed by the Government.
  • Review and verify all requests for payments submitted by the Contractor during the construction phase.
  • Maintain a current marked set of working drawings and specifications (obtained from the Government), indicating thereon all changes and deviations from the original construction contract documents at the job site. Verify the marked set of documents and drawings and marked prints against those maintained by the design-build construction contractor as changes occur: reconcile any differences.
  • The CMa Contractor shall monitor and inspect the construction contractor's compliance with current safety regulations, standards, project site specific Safety and Health Plan, and report any noncompliance to the COR/ PM.
  • The CMa Contractor shall maintain a list of all contractor personnel and ensure the coordination of their background check requirements with GSA and facility access requirements. The CMa Contractor shall enforce the facility access requirements and building access/escorting requirements of HSPD-12.
  • The CMa Contractor shall maintain site records on construction contractor’s compliance with labor standards.
  • The CMa Contractor shall coordinate with all stakeholders for the preparation of construction contract modification, or change order, packages for the signature of the Contracting Officer.
  • Preparation of all documents that will be required for project closeout at the conclusion of the construction project.
  • Be present on site during all construction activities for the duration of the project.
  • Assist GSA and tenant in problem resolution during the construction phase.
  • Verify acceptable codes and standards were used and effectively conformed during all construction activities.
  • Develop and maintain a professional working relationship with project team i.e GSA personnel, client agency personnel, Construction Contractor personnel, and construction contractors involved with all work performed under the contract.
  • Confirm that all necessary permits applicable to work have been obtained, approved, and are still valid.
  • Monitor schedule for all construction activities with emphasis on milestones, phasing/sequencing, submittals, efficient and balanced workflow, major tests, and any unique requirements needing special scheduling or tracking.
  • Maintain logs for keeping a registered receipt of required submittals, posting dates received, and actions taken.
  • Observe and report on all inspections and testing.
  • Ensure Construction Contractor conformance to the Quality Control Plan.
  • The CMa Contractor shall ensure coordination or work with the government, including tenant activities and other government provided equipment.
  • The CMa Contractor shall facilitate and coordinate the government's response to RFIs. The CMa Contractor shall include recommendations to the GSA Project Manager and GSA COR.
  • Provide review of the specifications relating to the work contained within the scope of work.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • The Construction Manager shall have a Bachelors degree in Engineering or Construction Management (or similar technical degree) or evidence of work experience or knowledge to compensate for absence of higher education. A minimum of five (5) years of construction work experience may be substituted and shall be reviewed for acceptability.
  • Minimum of five (5) years of hands-on construction management experience managing projects in delegated facilities and other secure or controlled-access work environments
  • Have extensive knowledge of construction administration to include mechanical/electrical/plumbing system work, historic preservation, abatement, security, and fire alarm systems.
  • Have extensive experience in reviewing contractor shop drawings and submittals
  • Have hands-on experience managing construction projects in mechanical rooms and operating in confined areas with tight tolerances.
  • Have experience with PBS Interim Core Building Standards and code compliance requirements
  • Have experience working on design-bid-build projects
  • Have extensive experience working with GSA on GSA managed construction projects.
  • Have extensive experience working on Sensitive Compartmented Information Facility (SCIF) or build out requiring enhanced security project.
  • Hold and maintain a favorable background check for the duration of the project, and/or be able to pass and maintain the Government’s HSPD-12 requirements.
  • The CM shall have experience in monitoring construction for Quality Assurance. The CM shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • Work experience on completed projects shall be identified in the credentials of the individual to show relevant competence. The CM shall present three projects of the scale and difficulty at which he/she held a similar position.
  • The CM shall maintain daily progress reports and inspection reports and shall lead the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.

Preferred Qualifications:

  • Minimum of 5 years’ of construction quality management experience
