Senior Director, Delivery & Operations, Public Health Technology

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Senior Director, Delivery & Operations, Public Health Technology in the United States.

This senior leadership role sits at the intersection of delivery execution, operational excellence, and public health impact. You will oversee a multi-million-dollar portfolio of government health IT projects supporting critical systems such as disease surveillance, vital records, and health data exchange. Acting as both a strategic leader and hands-on operator, you will shape how work is delivered, scaled, and standardized across teams and state clients. The role combines client-facing accountability with internal operational leadership across engineering, program management, and analytics functions. You will play a key role in strengthening delivery maturity, financial performance, and team capability within a fast-evolving environment. This position also serves as a senior member of the leadership team, influencing division strategy and long-term growth.

Accountabilities:

You will be responsible for leading end-to-end delivery operations across a complex portfolio of public health technology programs while ensuring strong financial, operational, and client outcomes.

  • Own portfolio performance including contribution margin, utilization, burn rates, and forecast accuracy in partnership with finance
  • Ensure consistent, on-time, and on-budget delivery across all state government projects
  • Establish delivery governance frameworks including risk management, escalation paths, quality assurance, and standardized agile/project methodologies
  • Serve as senior relationship owner for state health department clients and drive account growth through strategic planning and expansion opportunities
  • Lead and develop cross-functional teams including delivery managers, engineers, analysts, PMs, and QA specialists
  • Build scalable and repeatable delivery processes, reporting structures, and estimation frameworks across the portfolio
  • Maintain forward-looking resource planning and capacity management (60–90 day horizon)
  • Partner with technical and offerings teams to ensure solution consistency, reuse, and architectural alignment
  • Collaborate with growth teams on account expansion, pursuit support, and strategic planning
  • Contribute to division leadership strategy, OKRs, and operational decision-making
Requirements:

You bring strong consulting or professional services leadership experience with deep expertise in delivery management, financial accountability, and government or public sector environments.

  • 5–10+ years of experience in consulting, professional services, or equivalent delivery leadership roles with P&L responsibility
  • Proven experience managing contribution margin, utilization, burn rate, and fixed-price government contracts
  • Strong background in public health technology, health IT, or government health services (state-level experience strongly preferred)
  • Demonstrated success managing and growing client relationships in the public sector
  • Expertise in project/program management methodologies including Agile, Scrum, or hybrid delivery models
  • Experience building, scaling, and mentoring high-performing cross-functional teams
  • Strong operational and analytical skills with ability to identify risks and drive resolution
  • Executive communication skills with ability to engage senior government stakeholders and internal leadership
  • Bachelor’s degree required; Master’s degree preferred in public health, IT, public administration, or related fields
  • Certifications such as PMP, CSM, or SAFe are a plus
