We are currently seeking an experienced:

President — Liberty Home Care, Hospice, and Palliative Care Services

The President of Liberty Home Care, Hospice, and Palliative Care Services provides overall executive leadership and operational accountability for all home health, hospice, and palliative care programs. This role is responsible for strategic planning, regulatory compliance, clinical quality, financial performance, and organizational growth.

The President ensures the delivery of high-quality, compliant, and financially sustainable services while advancing Liberty’s mission of compassionate, patient-centered care across all markets and service lines.

Strategic Leadership & Planning

  • Establish and execute short and long-term strategic plans for home health, hospice, and palliative care services.
  • Identify and evaluate growth opportunities, including new programs, acquisitions, joint ventures, and service line expansion.
  • Align operational strategies with Liberty Healthcare Management’s organizational and financial goals.
  • Serve as a senior advisor to the COO on Home Health, Hospice, and Palliative Care market trends, regulatory changes, and post-acute care strategy.

Operational Oversight

  • Provide executive oversight of daily operations across all home health, hospice, and palliative care programs.
  • Ensure consistent operational standards while allowing flexibility for market-specific needs.
  • Direct and evaluate executive and regional leadership to ensure effectiveness, accountability, and performance.
  • Oversee all post-acute care network relationships and integration, where applicable.

Clinical Quality & Compliance

  • Maintain ultimate accountability for clinical quality outcomes, patient safety, and patient experience.
  • Ensure compliance with:
    • Medicare Conditions of Participation
    • State licensure requirements
    • Accreditation standards
  • Payer and contractual obligations
  • Oversee survey readiness, response, corrective action plans, and ongoing quality improvement initiatives.
  • Promote a culture of clinical excellence, ethical practice, and continuous improvement.

Regulatory & Corporate Governance

  • Act as the official Governing Body for home health and hospice services under federal and state law.
  • Serves as the Corporate Compliance Officer for the Home Care and Hospice division.
  • Ensure corporate compliance programs are effective and consistently applied.
  • Monitor and respond proactively to changes in healthcare regulations, reimbursement, and policy.
  • Represent Liberty with regulatory agencies and industry organizations as required.

Financial Management

  • Maintain full accountability for financial performance, including revenue, expenses, margins, and productivity.
  • Develop and oversee annual budgets, financial forecasts, and long-range financial plans.
  • Ensure appropriate payer contracting, reimbursement optimization, and cost controls.
  • Interpret and review financial statements and operational reports with executive leadership.

Leadership, People & Culture

  • Recruit, mentor, and retain high-performing executive and operational leaders.
  • Ensure effective succession planning and leadership development.
  • Foster a mission-driven culture focused on accountability, collaboration, and patient-centered care.
  • Ensure compliance with all employment laws and personnel policies.

Health System & Strategic Partner Collaboration

  • Serve as the executive leader responsible for developing, maintaining, and strengthening collaborative relationships with health systems, hospitals, and integrated delivery networks.
  • Partner with Health System leadership to align home health, hospice, and palliative care services with hospital discharge planning, care transitions, population health strategies, and value-based care initiatives.
  • Represent Liberty as a strategic post-acute partner to Health Systems, including participation in joint planning, performance reviews, and quality initiatives.
  • Ensure operational, clinical, and reporting alignment to Health System requirements related to access, quality metrics, timeliness of care, and patient experience.
  • Support development and execution of preferred provider agreements, clinically integrated networks, and risk-based or alternative payment arrangements with Health Systems and affiliated entities.
  • Collaborate with internal clinical and operational leaders to ensure Liberty consistently meets Health System expectations for performance, responsiveness, and outcomes.

JOB REQUIREMENTS:

  • Bachelor’s degree in Business, Healthcare Administration, Nursing, or a related field. Master’s degree (MBA, MHA, MSN, or related field) preferred
  • Minimum of five (5) years of progressive, multi-site leadership experience in home health, hospice, or post-acute care.
  • Experience working with a health system.
  • Experience with multi-state or complex post-acute care operations preferred
  • Background in growth initiatives, acquisitions, joint venture operations, or turnaround environments preferred
  • Demonstrated knowledge of:
    • Medicare and Medicaid regulations
    • Private insurance and Medicare Advantage reimbursement
    • Federal and state healthcare licensure and compliance standards.
