Director, Program Design

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Director, Program Design in Canada.

This is a high-impact leadership opportunity for a strategic program design professional passionate about building equitable, community-centered solutions. In this role, you will shape and lead the development of innovative programs that support access to energy, housing, climate, and transportation initiatives across diverse communities. You’ll work at the intersection of policy, funding, operations, and social impact, translating complex RFPs and partnership opportunities into scalable, actionable program strategies. Collaborating with cross-functional teams, government stakeholders, utilities, and community organizations, you will guide proposal development from concept to execution while ensuring alignment with long-term organizational goals. The position combines strategic thinking, relationship management, and hands-on project leadership in a flexible, mission-driven environment. This role is ideal for someone who thrives in ambiguity, values collaboration, and is motivated by creating meaningful, measurable impact.

Accountabilities:
  • Lead the assessment, prioritization, and management of funding opportunities, RFPs, and partnership proposals across multiple program areas.
  • Design high-impact, equity-centered programs by developing needs assessments, logic models, customer journey maps, implementation frameworks, and theories of change.
  • Translate funding requirements, policy objectives, and stakeholder needs into scalable program strategies and operational plans.
  • Apply community-centered and equity-focused design principles, including co-design methods, stakeholder engagement, and anti-oppressive frameworks.
  • Define program delivery models, implementation workflows, resource allocation plans, and risk mitigation strategies.
  • Develop budgets, pricing models, KPI frameworks, evaluation strategies, and reporting structures in collaboration with finance and program teams.
  • Serve as the primary liaison with funders and partners throughout the proposal and onboarding process.
  • Act as proposal project manager, coordinating timelines, deliverables, communications, and cross-functional collaboration to ensure successful submissions and smooth program handoffs.
  • Maintain accurate forecasting, reporting, and pipeline visibility through CRM systems and internal processes.
Requirements:
  • 5–10+ years of experience in program design, strategy, proposal management, or related leadership roles.
  • Proven experience leading RFP responses and managing complex proposal development processes from evaluation through submission.
  • Strong strategic thinking, analytical, and problem-solving skills with the ability to navigate ambiguity and competing priorities.
  • Demonstrated experience working with governments, utilities, nonprofits, regulated industries, or mission-driven organizations.
  • Expertise in stakeholder engagement, cross-functional collaboration, and managing multiple internal and external partners.
  • Excellent written and verbal communication skills with strong organizational and project management abilities.
  • Experience designing customer-centered or community-based programs, including implementation planning and evaluation frameworks.
  • Collaborative, adaptable, and hands-on leadership style with strong attention to quality and outcomes.
  • Familiarity with energy efficiency, clean energy, climate action, housing, or social justice initiatives is considered an asset.
  • Ability to work effectively in a remote environment with availability aligned to PST or MST working hours preferred.
