About This Position

POSITION SUMMARY/RESPONSIBILITIES

Responsible for the development and leadership of overall pharmacy strategy and operations, ensuring alignment with Community First Health Plans, Inc. (Community First) mission, vision, and Triple Aim Plus program. Provides strategic direction and mentorship to the pharmacy team and partners with clinical leadership to drive an integrated pharmacy and medical management model that optimizes care delivery system and improves the member health outcomes. Leads initiatives focused on access, quality, safety, service, and affordability, including oversight of the Pharmacy Benefit Manager (PBM) relationship and its contractual performance. Develops and implements clinical cost-of-care strategies and quality initiatives to help reduce pharmacy cost and unnecessary utilization, while supporting health plan initiatives across all market segments and product lines. Serves as the primary pharmacy representative, engaging with the Board of Directors, senior executives, regulators, providers and key stakeholders and keeping them informed of pharmacy programs, cost issues, utilization issues and budget performance. Ensures compliance with all applicable laws and regulations, oversees PBM performance, and drives the successful execution of pharmacy-related corporate initiatives to deliver measurable business value.

EDUCATION/EXPERIENCE

Current unrestricted Pharmacist license to practice pharmacy in the State of Texas is required. Pharmacy/Pharm. D. degree required, post-graduate residency, fellowship, or advanced business degree (MBA, MHA, MPH) required. Certification via BCPS (Board of Pharmaceutical Specialties) is preferred. Minimum of seven years of clinical pharmacy experience required. Seven to ten years of blended pharmacy benefit design, pharmacy health plan operations, managed care experience and specific knowledge and training in pharmacy benefits, utilization review, cost containment strategies, Medicare Part D rules and compliance required. Minimum of three years of senior leadership-level experience and a documented record of success in pharmacy operations management, preferably in PBM operations, contract negotiations, and financial performance required. Ability to manage multiple, complex, concurrent projects. Demonstrated written and verbal communication, relationship building skills, ability to work under general direction, as well as a key member of a leadership team. Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Outlook). Previous management experience includes responsibilities for hiring, training, assigning work and managing performance of staff. Quality improvement experience preferred.

LICENSURE

Must be licensed by the Texas State Board of Pharmacy.
