The City of Portland is recruiting to fill current and future Facilities Maintenance Specialists vacancies across the city.

Facilities Maintenance Specialists perform work in the following areas: Bureau of Fleet and Facilities, Public Works Service Area and the Office of City Administrators.

Job Appointment: This recruitment could be used to fill regular, limited duration, or temporary appointments.
Work Schedule: Work hours will vary to meet business needs. This is an essential position during inclement weather, natural disasters, and other emergencies.
Work Location: Various Locations across the City of Portland.

Position Summary:

The Facilities Maintenance Specialist has demonstrated knowledge, skills, and experience in HVAC equipment service, maintenance, and repair beyond the entry-level Facilities Worker position. The role regularly performs preventive maintenance and repairs on equipment, including, but not limited to, heating, cooling, and ventilation systems; household appliances; and other building components such as lighting, plumbing, general carpentry, and office furniture.

The work requires familiarity with building heating systems to recognize operating conditions that may lead to breakdowns or inefficient operation. The position also involves performing minor building maintenance tasks that require a variety of mechanical skills.

Typical Job Duties:
  • Apply knowledge and experience to install, service, maintain, troubleshoot and repair a varied range of heating, ventilation, and air conditioning equipment.
  • Perform preventive maintenance to plumbing and mechanical systems and related system components; test systems’ competency and devices and evaluate performance; participate in developing preventative maintenance plans.
  • Operate, maintain, and repair mechanical systems; troubleshoot total building and/or facility mechanical systems to identify and correct problems; adjust system performance as needed to account for changes in seasons, space utilization, occupancy, and other facility needs.
  • Repair and replace plumbing and mechanical systems and components, including sensors and related hardware and software.
  • Maintain induction and air handling units; clean and inspect all equipment; maintain and service refrigeration units.
  • Repair and maintain facilities structures; perform minor repairs to building door hardware, fire, life, and safety protection equipment/systems, sprinkler systems, and irrigation lines; maintain indoor/outdoor facilities, fans, lighting, and related.

The following minimum qualifications are required for this position:
  1. Experience with the installation, maintenance and repair of HVAC and refrigeration systems including the operation of chillers, fan systems, and pumps.
  2. Knowledge of the methods, practices, and tools used in general facility maintenance including, plumbing, mechanical, general carpentry, and related hardware and building automation software.
  3. Knowledge of best safety practices including facility maintenance hazards, safety precautions, and applicable OSHA standards.
  4. Ability to work effectively with co-workers in a diverse workforce and respond appropriately to questions/concerns from other employees and the public.
  5. Ability to use a computer (and software), cell phone, computerized maintenance management system, test equipment and other devices.
Applicants must also possess:
  • A valid state driver's license and an acceptable driving record
  • Ability to pass an in-depth background investigation.
  • Ability to lift up to 50 lbs. as job duties require.
  • Ability to pass a Prehire Evaluation that may require a medical exam, screenings and physical capacities test (PCT), after an offer of employment has been made and accepted.

Although not required, you may have one or more of the following:
  • Certificate of HVAC Completion from a 2-year Trade School or Apprenticeship
  • ORACCA Brazing Certification or equivalent
  • State of Oregon Backflow Tester/Cross Connection Inspector
  • State of Oregon’s Class 3 Boiler License

Step 2: Minimum Qualification Evaluation Phase 1: Week of April 6, 2026

Step 3: Minimum Qualification Evaluation Phase 2: Work Skills Demonstration: Week of April 27, 2026

  • Applicants who successfully pass Minimum Qualification Evaluation Phase 1 of the recruitment process will be scheduled to participate in the work skills demonstration, weighted 100%.
  • The work skills demonstration test will cover the following:
    • General Knowledge Written Test
    • Plumbing Repair
    • Heating Equipment
    • Lighting
  • An invitation will be sent via email. Out-of-town candidates will be required to travel to participate in phase II.
  • Phase II is tentatively scheduled for week of:
  • A photo ID will be required for admittance to the test.
  • All Safety protocols must be followed.
  • You have 14 days from the notice of the minimum qualification evaluation phase 2 results to let us know if you would like to review and discuss your evaluation result. Please read the City of Portland Administrative Rule 3.01 for complete information.
  • Additional evaluation may be required prior to establishment of the eligible list and/or final selection.

Step 4: Establishment of Eligible List: Week of May 11, 2026

  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

Step 5: Selection (Interview): Late May

  • Hiring bureau will review and select candidates for an interview

Step 6: Offer of Employment

  • Some positions will require those offered employment to complete and sign a criminal background statement before being considered for employment.

Step 7: Pre-Employment Exam – Preplacement Physical Examination:
As part of the conditional job offer, candidates must complete a Prehire Evaluation during the hiring process/probationary period. The Prehire Evaluation may consist of a medical exam, screenings, and a physical capacities test (PCT) required for work clearance and safety compliance. The PCT measures physical ability through job-related tasks such as lifting, carrying, climbing, shoveling, and repetitive movements. Unless already employed in a City position requiring a similar or more demanding PCT, candidates must pass all required tasks to proceed with employment.
