The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division as an IT Policy and Planning Manager. The IT Policy and Planning Manager is directly responsible for the day-to-day management of all planning, procedural, and administrative operations within the ITD. Under the direction of the CIO, the Policy and Planning Manager will oversee customer relations, ensure business continuity, and ensure technical compliance. This position will monitor the utilization of technology resources concerning IT requirements in areas including, but not limited to, position management, vendor and contract management, policy management, and budget management. This position will also lead the agency in IT policy development, compliance with IT standards, rules, and laws, strategic planning, roadmap development, and the development of an agency plan for IT procurement. The Policy and Planning manager will partner with the CIO to establish, develop, and maintain agency IT governance frameworks to ensure that all IT personnel are focused and working collaboratively towards strategic technology goals and objectives under a single common vision.
Responsibilities:
  • Strategic, tactical, and operational planning.
  • Ensure agency IT purchases comply with state and agency procurement policies and rules, align with the IT procurement plan, and meet the business needs of the agency.
  • Manage agency enterprise software licenses to ensure compliance with all software agreements.
  • ITD budget oversight.
  • Acquisition and vendor management.
  • Supervise, mentor, and develop IT staff to support operational success.

Required Qualifications:
  • Bachelor’s degree in Information Technology, Computer Science, or other closely related field AND ten (10) years of relevant experience;
    OR an equivalent combination of education and/or relevant experience.
  • Experience with principles and practices of multiple IT disciplines such as: IT Policy, Planning, Compliance, IT Vendor Management, IT Acquisitions/Purchasing, IT Contracts, IT Change Management, IT Budget.
  • Experience with management principles and leading teams with an emphasis on team building and operational effectiveness.
  • Experience supervising IT professionals in a medium to large organization.
  • Experience leading and/or specializing in IT purchasing and contracting.
  • Experience developing and implementing public sector policies and procedures.

Special Requirements and Conditions of Employment:
  • Office Building work setting.
  • Limited travel to regional offices, meetings, and training events.
Desired Qualifications:
  • Master’s degree in information technology, computer science, or related field.
  • Experience with state budgeting and legislative processes. To include experience with legislative bills and fiscal analysis, budget decision packages, budget development, and budget management.
  • Experience with LEAN management principles.
  • Public sector information technology management experience.
  • Public sector purchasing and contracting experience.
