TITLE: MRF Waste Inspector

DEPARTMENT: Materials Recycling Facility (MRF)

REPORTS TO: MRF Operations Manager

EFFECTIVE DATE: 08/01/2025

SUMMARY:

This position is responsible for monitoring and inspecting incoming loads of recyclable material at the Materials Recycling Facility (MRF), to ensure conformance to the material acceptance criteria established by Resource Recovery. This position may also provide traffic control, direction, safety instructions for delivery drivers, and RIRRC personnel.

DUTIES AND RESPONSIBILITIES:
  • Performs routine tasks of working with loader operators to direct incoming vehicles to proper location for delivery of loads and control placement of recyclables in designated area.
  • Monitor incoming material for conformance with regulatory requirements and Resource Recovery acceptance criteria. Be mindful and watchful of what is contained in loads for proper handling and placement.
  • Safely inspect all incoming loads for conformance to established acceptance criteria.
  • Generate report for all contaminated loads that do not conform to acceptance criteria and are to be rejected from MRF tipping floor.
  • Conduct random inspection reports for inbound recyclable loads.
  • Monitor all inbound loads and the tipping floor stockpile for fire or smoldering material. Notify loader operators immediately for suspected burning material.
  • Communicate and enforce all RIRRC safety rules and procedures to users of the MRF tipping floor.
  • Complete reports and documentation as required to record load quality, load rejections, additional charges, or changes. Report any discrepancies or changes to MRF Supervisors.
  • Ensure that assessments are conducted as appropriate with immediate corrective actions targeted for completion and ensure that trucks do not leave prior to inspection and report completion.
  • Use two-way radio and hand signals to communicate with Resource Recovery operators, drivers, haulers, and customers.
  • Use of tablet and other handheld devices to document, photograph and submit digital reports.
  • Demonstrate continual effort to improve operations and inbound material quality, tipping floor safety, reduce turnaround times, streamline work processes, and work cooperatively to provide quality customer service.
  • May need to occasionally remove contaminant items or materials from a load of recyclables or tipping floor or request assistance from loader operator to remove contaminants.
  • Enforce Resource Recovery’s “No Scavenging” rule as needed.
  • Work safely without presenting a threat to self or others and maintain good housekeeping.
  • Clean and maintain assigned work area and any applicable equipment.
  • Performs other related duties as assigned by management.
  • Other Duties: When not conducting waste inspection duties this position is also responsible for the clean-up and recovery of windblown litter / debris from the external grounds and areas adjacent to the MRF Tipping area along with other areas as directed by a supervisor.

SUPERVISORY RESPONSIBILITIES:
  • This job has no supervisory responsibilities.

QUALIFICATIONS:
  • High school diploma or GED.
  • Current, valid driver’s license and maintain a satisfactory driving record and be insurable to operate vehicles.
  • A minimum of one year related, increasingly responsible experience in facility operations, construction, or in solid waste disposal operations.
  • Ability to understand assigned tasks and articulate methods to maintain/increase efficiency.
  • Familiarity with solid and hazardous waste identification and knowledge of landfill waste disposal methods.
  • Ability to read, write, and speak English is required; understand rules and regulations regarding Corporation’s restrictions on in-bound materials.
  • Knowledge of basic principles of solid waste management.
  • Knowledge of safety procedures and ability to work safely around equipment.
  • Operate two-way radio, digital handheld device.
  • Use independent judgment in performing duties.
  • Ability to communicate effectively and work collaboratively and tactfully with co-workers, management, and the general public.
  • Knowledge of principles of superior customer service.
  • Perform basic math, including addition and subtraction.
  • Must be able to work overtime hours as needed.
  • Operate light truck or van.
  • OSHA 30 hour General Industry safety certification.

PAY CLASS:

  • Non-Exempt/ Hourly

SCHEDULE:

  • Monday - Friday 5:45 AM - 2:15 PM
  • Rotating Saturdays (as needed)
