About This Position

Program Manager, Navigator Services

The Program Manager, Navigator Services will provide supervision and expert knowledge to a team dedicated to improving access to healthcare coverage through the Healthcare Marketplace. The position builds upon the roles and duties of the Healthcare Navigator by coordinating community engagement, developing partnerships, and facilitating outreach events throughout Pasco and Hernando counties. The Program Manager aids in helping consumers prepare applications to establish eligibility and enroll in coverage through the Health Insurance Marketplace, the programs in Florida KidCare, Florida Medicaid, CHIP, County Indigent Health Plans, or localized safety-net resources. This includes screening to help consumers find out if they qualify for insurance affordability programs and to enroll, if eligible.

Essential Duties and Responsibilities:

  • Oversee the day-to-day compliance checks and ensure Healthcare Navigators are working within scope of expertise and manage day-to-day work assignments.
  • Lead engagement efforts in Pasco & Hernando counties by developing relationships within the community that they are serving and maintaining value-added partnerships that benefit the Healthcare Navigator program.
  • Directly address patient/consumer concerns while promoting communication within the workplace.
  • Provide written summaries of activities for program reports, as requested by the funding partner(s), and participate is required trainings
  • Provide information and services in a fair, accurate, and impartial manner and document patient encounters accurately and efficiently.
  • Have expert knowledge of any scheduling software used to support Navigator activities and ensure that there is adequate coverage inside and outside Premier’s service area
  • Collaborate with various health center departments for continuous improvements and integration of Healthcare Navigator services within Premier and provide referrals to any applicable office of health consumer assistance
  • Regularly attend and participate in all required or assigned meetings, including but not limited to The Family Healthcare Foundation and Covering Tampa Bay.
  • Provide outreach and enrollment services as requested.
  • Maintain expertise in eligibility, enrollment, and program specifications.
  • Conduct public education activities to raise awareness about Florida KidCare, the Health Insurance Marketplace, and Florida Medicaid and local resources.
  • Provide information in a manner that is culturally and linguistically appropriate to the population being served.
  • Ensure accessibility and usability of enrollment tools and functions for individuals with disabilities.
  • Hires new staff, creates onboarding plans, provides performance management, and motivates, recognize and engage staff
  • Promotes a diverse workforce to foster inclusiveness and a sense of purpose and belonging. Builds trust and creates a psychologically safe environment for the care team to speak up.
  • Promote community give back initiatives and generate excitement within the sites/ department responsible for.
  • Promotes service to others and coaches CTMs on providing accessible healthcare for all and maintaining service excellence
  • Ensure confidentiality and HIPAA compliance at all times
  • Keep other care team members informed when situations occur that disrupt timely patient flow through site.
  • Contribute to community give back initiatives and be an advocate for Premier’s mission
  • Adhere to patient care needs and the core values of Premier Community HealthCare to provide best-in-class patient experience
  • Work towards attaining department goals and drive Quality Improvement / Quality Assurance (QI/QA)
  • Other duties as assigned

Supervisory responsibilities: Directly oversees Healthcare Navigators

Knowledge, Skills and Abilities:

  • Strong work ethic with excellent interpersonal, organizational, and planning skills.
  • Expertise in healthcare marketplace and public health insurance benefits, with experience in mentoring and providing subject matter expertise.
  • Proven ability to build alliances with community organizations and agencies.
  • Ability to make sound decisions that support Premier’s mission and vision.
  • Proficient in Microsoft Suite, such as Outlook, Word, Excel, PowerPoint, OneDrive, and general knowledge of Electronic Health Records (EHR).
  • Excellent attention to detail, multitasking, time management, and project management skills.
  • Approachable with demonstrated compassion, and empathy.
  • Be able to identify and conduct public speaking opportunities.

Qualifications:

  • Bachelor’s degree or a minimum of eight (8) years of experience working with individuals and families, preferred.
  • Current or prior certification as a Marketplace Navigator or Application Counselor, preferred.
  • Healthcare Marketplace navigator license or ability to complete licensing within 30 days of hire.
  • Bilingual, preferred.
  • Must be able to successfully pass a Level II background screen
  • Obtain and maintain Epic certification/ annual compliance throughout employment

  5. Ability to travel between PCHG sites to provide coverage or attend meetings, if necessary.
