Position Title: Senior Project Controls Analyst (Cost)

About the Position

We are seeking a Senior Project Controls Analyst (Cost) to support large-scale, heavy-civil infrastructure programs across highways, roads and bridges, transit (bus and rail), aviation (international airports), and/or water sectors. This role is responsible for building, structuring, and maintaining the underlying datasets that support cost, schedule, and program performance reporting across major capital projects. This is not a reporting-only role. The Senior Project Controls Analyst works directly with project controls data structures to resolve inconsistencies across systems and ensure alignment between cost, schedule, and financial data at all levels of the program.

This is a full-time, long-term, remote position focused on the Phoenix, AZ, region. Our preference is for Phoenix-based candidates but is not a requirement. The work arrangement can be remote; however, there will be some onsite and travel requirements.

Responsibilities may include, but are not limited to, the following:

  • Design and maintain scalable datasets that support program-level project controls reporting across multiple projects and contracts.
  • Define and enforce data hierarchies including work breakdown structures (WBS), cost breakdown structures (CBS), and coding frameworks across the program.
  • Support identification and resolution of misalignment between WBS, CBS, schedule activities, and financial coding structures across project controls systems.
  • Perform advanced data manipulation, transformation, and normalization across multiple systems to ensure alignment between cost, schedule, and financial data.
  • Integrate and reconcile data from Primavera P6, cost management systems, ERP platforms, and other program tools.
  • Identify and correct inconsistencies in data structures, coding, and hierarchy across project controls systems.
  • Develop and maintain data models that support integrated reporting across cost, schedule, and performance metrics.
  • Establish data standards and support governance practices for project controls data across the program.
  • Validate data accuracy and support reconciliation efforts across multiple reporting systems.
  • Collaborate with project controls managers, cost engineers, and schedulers to ensure data structures support program controls requirements.
  • Support continuous improvement of data structures, reporting processes, and data quality across the program.

Minimum Qualifications

  • Bachelors degree in engineering, construction management, business, data analytics, statistics, or related field, or equivalent combination of education and experience.
  • 10+ years of experience working with structured datasets in project, engineering, construction, or program environments.
  • Experience supporting project controls, data, or reporting functions on large, complex infrastructure programs (e.g., highways, roads, bridges, transit (rail or bus), utilities, and/or aviation projects), typically involving multi-contract delivery and integrated reporting requirements.
  • Experience performing advanced data manipulation, transformation, and structuring of large datasets (not limited to basic reporting or dashboarding).
  • Experience working with hierarchical data structures such as work breakdown structures (WBS), cost breakdown structures (CBS), or similar multi-level coding frameworks.
  • Experience integrating, reconciling, and normalizing data across multiple systems (e.g., scheduling, cost, and financial systems).
  • Experience building, structuring, and maintaining datasets or data models used for reporting.
  • Experience working with incomplete, inconsistent, or poorly structured datasets and improving data quality, hierarchy, and alignment across systems.
  • Advanced proficiency in Microsoft Excel, including Power Query, pivot tables, and complex lookup functions.
  • Experience extracting, manipulating, and reconciling data from project controls systems, including scheduling platforms (e.g., Primavera P6), cost management systems, and ERP platforms (e.g., Deltek, SAP), to support integrated cost and schedule reporting and alignment of WBS, CBS, and related coding structures.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Masters degree in engineering, construction management, finance, or business.
  • Professional certifications such as PMP (PMI), CCM (CMAA), MRICS/FRICS (RICS), or CCA (AACE).
  • Experience supporting project controls or program management environments on large infrastructure or capital programs exceeding $500M in value.
  • Experience supporting integrated cost and schedule reporting, including earned value or similar performance frameworks.

Compensation Details

Expected Salary: $140k-$175k/year ($67-$84/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
