Job Description
The purpose of this job within the organization is to oversee and monitor the compliance of vendors with City of Lubbock contracts.
Knowledge of:
- Monitors compliance of vendors with City of Lubbock contracts.
- Oversees the software and maintenance contracts and agreements and obtains renewal quotes and/or invoices.
- Request and obtain quotes for various parts and components, hardware, products, and services for the Department.
- Establishes and monitors work orders for light duty vehicle maintenance, tire repair, and car wash services.
- Reviews invoices, statements, work orders, and contractor billings to monitor compliance and processes payments.
- Complete necessary purchasing forms for purchases up to and over $25,000; completes agenda item comments for purchases over $50,000 for City Council approval.
- Notifies Department management of contractor's deficiencies or in non-compliance of meeting contract terms in accordance with applicable laws and regulations.
- Reconciles expenditure accounts and maintains expenditure reports.
- Meets with contractors to resolve contract problems as needed.
- Assists with the preparation of specifications for request for proposals and bids.
- Makes work order and car wash cards for vehicles.
- Writes service orders for repairs and maintenance.
- Performs related work as assigned.
Completion of an associate's degree or equivalent, with an additional three years administrative experience or contract compliance with three years experience and knowledge of motorized vehicle and equipment repair, or any combination of relevant education and experience which provides the following:
*** Critical Infrastructure: This position has been determined to have close contact with, or control of Critical Infrastructure components. This position is subject to extensive background checks and random drug screening. ***
***No Class B Misdemeanor convictions within last 10 years***
***No Class A Misdemeanor, Felony Convictions or Family Violence Conviction***
Knowledge of:
- Vehicle and equipment records including titles, licenses, and warranties.
- Operation of business computers and related business applications.
- Recordkeeping and inventory control.
- Practices and methods of vehicle and equipment repairs, maintenance, diagnostics, estimating labor times and parts markup.
- Monitor activities of contractors for compliance with service agreements;
- Develop and implement methods for evaluating whether contracted services meet standards.
- Keep and maintain accurate records, and reconcile billing statements and invoices to identify duplicate charges or charges for service not meeting standards.
- Ability to communicate effectively, both orally and in writing.
- Determine, interpret, analyze, and respond to problems arising from contracts.
- Reason through situations both deductively and inductively.
- Effectively deal with time constraints and deadlines.
- Identify components on light and heavy vehicles and equipment.
- Frequently lift and carry up to 10 pounds and occasionally lift and carry up to 25 pounds.
- Occasionally stand, walk, bend, and kneel during the shift.
- Occasionally push and pull objects.
- Occasionally flex upper trunk forward at the waist and partially at the knees.
- Occasionally rotate upper trunk to the left or right while sitting or standing.
- Occasionally climb ladders, stairs, and other inclined surfaces.
- Frequently place arms above, at, or below shoulder height.
- Coordinate eye, hand, and foot movement in order to operate a vehicle.
