We are currently seeking a Marine Estimator to join our newly-established Civil & Marine division. In this role, you will lead the estimating strategy and execution for complex marine projects, ensuring bids are accurate, competitive, and aligned with Cooper Tacia’s operational and financial goals.
Responsibilities
  • Lead and take ownership of the full estimating lifecycle for projects including piers, bulkheads, seawalls, dredging, shoreline protection, and marine terminals, from initial review of bid documents through final bid submission.
  • Review plans, specifications and geotechnical data to identify materials, equipment and labor needs.
  • Develop detailed quantity takeoffs for concrete, steel, timber, piling and waterfront infrastructure components.
  • Collaborate with engineers, project managers and field supervisors to evaluate constructability and alternative means or methods.
  • Assess site conditions, tidal ranges, access logistics and marine construction constraints affecting productivity and cost.
  • Collaborate with subcontractors, suppliers, and vendors to secure competitive and reliable pricing that reflects current market conditions.
  • Ensure all estimates comply with company standards, are thoroughly reviewed, and are completed accurately within established deadlines.
  • Participate in pre-bid meetings, site investigations and project walk-throughs.
  • Support continuous improvement of estimating processes, tools, and best practices within the Civil and Marine Division
  • Be willing to take on new challenges and develop estimates for unique projects.
  • Ability to give and receive feedback, especially as related to bid and proposal preparation.
Requirements
  • Bachelor’s degree in civil engineering, construction management, business, or related field, coupled with 5+ years of marine or heavy civil preconstruction estimating experience.
  • Proficient in Microsoft Office (Outlook, Excel, Word) and experienced with industry-standard estimating software (e.g., Heavy Bid, OST, Procore, Blue Beam, Primavera P6).
  • Strong understanding of pile driving, cofferdam installation, dredging operations and marine equipment mobilization.
  • Experience with design-build or CMAR delivery for waterfront and port projects.
  • Established relationships with local marine subcontractors, barge and material suppliers.
  • Familiarity with permitting and environmental requirements associated with marine work (USACE, NOAA, state coastal agencies).
  • Strong problem-solving abilities with a solution-oriented approach and excellent communication skills.
