Senior Clinical Director, Community-Based Heritage Behavioral Health Center – Decatur, Illinois

Full-Time | Senior Leadership Position

About Heritage Behavioral Health Center

Heritage Behavioral Health Center is a mission-driven Certified Community Behavioral Health Clinic (CCBHC) serving individuals across a multi-county region in Central Illinois. We are committed to helping people access mental health and substance use services in the least restrictive environment possible. We are expanding our community-based clinical and residential services and are seeking a dynamic senior leader to help shape the future of care.

Position Overview: Senior Director of Community-Based Services

The Senior Director of Community-Based Services is a full-time senior leadership role requiring a blend of clinical expertise, administrative skill, and visionary leadership. This leader is responsible for oversight, growth, and ongoing development of all community-based programs, with a strong emphasis on:

  • Client engagement
  • Positive treatment and recovery outcomes
  • Staff development, supervision, and well-being
  • Expansion of innovative, community-driven services

This role provides clinical oversight for services including Community Services, Homeless Prevention and Support, Community Integration, and Community Housing programs. The Senior Director ensures service excellence, regulatory compliance, and a trauma-informed approach across programs while shaping agency strategy and future growth.

Key ResponsibilitiesLeadership & Program Oversight
  • Lead, support, and supervise clinical directors and managers across multiple community-based programs.
  • Oversee and continually develop programs serving individuals in community settings, ensuring access, engagement, and high-quality care.
  • Represent Heritage in statewide behavioral health initiatives and collaborative projects.
  • Promote a trauma-informed, person-centered, recovery-oriented service environment.
Clinical & Administrative Excellence
  • Serve as a clinical and administrative expert in engagement, access to care, quality of care, and contract compliance.
  • Utilize data-driven outcomes to evaluate performance, ensure accountability, and drive quality improvement.
  • Support new and existing programs through clinical record development, case reviews, data tracking, and program start-ups.
  • Ensure regulatory compliance, including Rule 132/140, SUPR 2060/2090, CCBHC requirements, and funder expectations.
Staff Development & Well-Being
  • Develop sustainable plans for staff development, wellness, retention, and morale.
  • Build and strengthen a high-performing leadership team that delivers innovative, trauma-informed services.
  • Model expected professional behaviors and support staff through hands-on learning and coaching.
Innovation, Expansion & Strategic Impact
  • Identify community and agency-wide gaps in behavioral healthcare and propose sustainable solutions.
  • Develop, manage, and grow grants within the continuum of community-based services.
  • Collaborate with executive leaders on agency-wide strategy, performance improvement, and program expansion.
  • Achieve performance measures identified in quarterly reports, improvement plans, and training initiatives.
Preferred Skills & Abilities
  • Creative, innovative, and committed to improving staff development and client experience.
  • Strong collaboration and operational planning skills—from grant development to full implementation.
  • Comfortable managing multiple programs and priorities simultaneously.
  • Strong understanding of behavioral health regulations and evidence-based practices.
  • Commitment to the philosophy of providing ways to help individuals, families, and our community
  • Experience as a clinical director or senior leader is highly preferred.
Education & Certification
  • Master’s degree in social work, counseling, psychology, or a related human service field (required).
  • Licensure as LPHA (LCSW, LCPC, LMFT) preferred.
  • Experience overseeing multi-program behavioral health systems is highly recommended.
  • Valid driver’s license, reliable transportation, and automobile insurance required.
