This position works closely with owners, engineers, subcontractors, suppliers, superintendents, foremen, and company leadership to ensure projects are completed safely, on schedule, within budget, and to the required specifications.
The ideal candidate is an experienced utility construction professional who can take ownership of a project, anticipate issues, communicate effectively, and make sound decisions with minimal day-to-day oversight.

We are looking for a hands-on, accountable Project Manager who understands underground utility construction and can independently own the management of a project. The right candidate will be organized, financially minded, proactive, and comfortable working directly with both field personnel and customers.

Key Responsibilities:
Project Management & Execution
Manage municipal underground utility projects from preconstruction through completion and closeoutDevelop and maintain project schedules, budgets, cost projections, and documentationCoordinate with Superintendents and field crews to support efficient project executionManage subcontractors, suppliers, procurement, and project resourcesFinancial & Contract Management
Monitor project costs, production, profitability, and financial performanceReview and manage project contracts, subcontracts, purchase orders, and commitmentsPrepare and manage change orders, pay applications, monthly billings, and related documentationIdentify potential cost, schedule, and contractual issues and address them proactivelyOwner & Project Coordination
Serve as a primary point of contact for owners, engineers, consultants, and other project stakeholdersAttend and lead project meetings as appropriateMaintain strong professional relationships while representing T. Lowell Construction's interestsCoordinate project requirements, submittals, RFIs, documentation, and closeout activities
Risk, Quality & Compliance
Ensure project activities are performed in accordance with contract requirements, plans, specifications, and applicable regulationsIdentify and communicate project risks and develop solutions before issues escalateSupport the company's safety and quality expectations throughout the project lifecycle
Team Leadership
Provide direction and support to project team members while maintaining clear accountabilityWork collaboratively with field operations and company leadershipContribute to continuous improvement of project management processes and practicesRequired Qualifications
3-5+ years of progressively responsible project management experience in municipal underground utility or similar civil constructionDemonstrated experience managing project budgets, schedules, contracts, billing, and change ordersWorking knowledge of underground utility construction, including water, sewer, storm drainage, or related municipal infrastructureAbility to read and interpret construction plans, specifications, contracts, and project documentsStrong organizational, analytical, communication, and problem-solving skillsAbility to manage multiple priorities and make sound decisions independentlyProficiency with Microsoft Office and project management/financial softwareValid driver's license and acceptable driving record
Preferred Qualifications
Experience managing municipal/public works projectsExperience with water and sewer utility constructionStrong understanding of project cost controls and job profitabilityExperience working directly with municipalities, engineers, and public agenciesCompensation & Benefits:
