Director of Operations-Project Implementation

This position is posted by Jobgether on behalf of a partner company. We are currently looking for a Director of Operations – Project Implementation in the United States.

This senior leadership role oversees the end-to-end delivery of large-scale fiber construction projects across the U.S., ensuring successful execution of complex metro and long-haul network builds. You will lead multi-disciplinary project teams responsible for planning, engineering, construction, and delivery of high-capacity fiber infrastructure. The position requires strong operational oversight across budgets, vendors, schedules, and regulatory requirements in a highly technical and regulated environment. You will act as the key escalation point for internal and external stakeholders, including enterprise customers and regulatory partners. This role combines strategic operational leadership with deep technical expertise in outside plant (OSP) construction. You will play a critical role in driving cost efficiency, mitigating project risks, and ensuring on-time, on-budget delivery of mission-critical infrastructure. The environment is fast-paced, highly technical, and mission-driven, focused on expanding connectivity in underserved communities.

Accountabilities:
  • Lead and manage project delivery teams, including project managers, construction managers, inspectors, and coordinators (4–6 direct reports), ensuring successful execution of multiple concurrent fiber infrastructure projects.
  • Oversee end-to-end project lifecycle management, including scheduling, budgeting, vendor coordination, and risk mitigation for large-scale construction programs.
  • Manage vendor selection, bid processes, and contract negotiations with engineering, environmental, and construction partners.
  • Serve as the primary escalation point for project issues, ensuring rapid resolution of technical, operational, and stakeholder challenges.
  • Provide expert oversight of outside plant (OSP) engineering, construction methods, permitting, fiber splicing, and testing standards.
  • Validate and approve vendor invoices while ensuring alignment with project scope, budgets, and cost optimization targets.
  • Support sales and pre-construction teams by contributing to cost estimates and delivery timelines.
  • Maintain strong communication with customers and stakeholders, including executive-level reporting and development of recovery or mitigation plans when required.
Requirements:
  • 10+ years of experience in project management within outside plant (OSP) fiber construction or related infrastructure delivery.
  • Proven leadership experience managing teams and large capital programs with strong command of budgets and operational execution.
  • Deep understanding of fiber network construction, engineering standards, permitting processes, and utility regulations.
  • Strong ability to develop and manage detailed project schedules, ensuring on-time delivery and risk mitigation.
  • Experience with vendor management, contract negotiation, and multi-stakeholder coordination in complex environments.
  • Excellent written and verbal communication skills, including executive reporting and client-facing interactions.
  • Strong analytical and cost management skills with the ability to identify efficiencies and cost-saving opportunities.
  • Proficiency with tools such as Google Suite, Smartsheet, mapping platforms, and data visualization tools; GIS experience is a plus.
  • Bachelor’s degree preferred and willingness to travel up to 20% as required.
