Functional Description:
- Applies analytic techniques in the evaluation of program/project objectives.
- Analyzes requirements, status, budget and schedules.
- Performs management, technical, or business case analyses.
- Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
- Tracks program/project status and schedules.
- Applies government-instituted processes for documentation, change control management and data management.
- Supports PMA-213/CID/Ship Systems/Interrogators IPT.
- Assists the IPTL in planning, budgeting, scheduling, and executing the acquisition and sustainment of IFF Interrogator equipment.
- Coordinates with other Program Offices within NAVAIR and vendor organizations to support shipboard IFF Government Furnished Equipment portfolio.
Duties and Responsibilities:
- Attend, support and update program/project briefings, schedules and acquisitions documentation.
- Conduct research, business case analysis and technical reviews of in support of assigned programs/projects.
- Review and provide recommendations to program/project budgets, support program/project team leadership in management, tracking of acquisitions milestones, cost schedule & performance documentation, and other assign duties as required.
- Collects subject matter experts inputs and requirements to assist in developing Statement of Work (SOW) and Contract Data Requirements List (CDRL)s packages to support Request for Proposal (RFP)s from vendors to design, prototype, produce, and develop source data for sustainment of equipment that support ship construction, retrofit ship updates, and land based testing fielding plans.
- Assists in formatting support of documents such as CDRLs, SOWs, ECPs, and/or additional documents.
- Produces acquisition procurement schedules that align with current contract award execution and future requirements.
- Assists in coordinating events such as Program Management Review (PMR) with external stakeholders and PMA-213 providing the status of the project for senior leadership.
- Assists in collecting subject matter expert inputs and formatting Engineering Change Proposal (ECP)s from NAWC WOLF to incorporate equipment upgrades via hardware or software modifications for configuration management and Fleet capability alignments.
- Assists in developing PIDs for Contract Efforts and providing inputs for updating PMT with changes to schedule.
- Coordinates meetings such as peer reviews, TIMs, etc. and provide meeting minutes after meeting conclude to attendees.
- Assists in/ keeps track of CDRL deliverables, due dates, and Serial Numbers of Test Equipment repairs.
Required Experience:
Senior level — at least 10 years of combined experience performing duties described in the functional description, with at least 5 of those years performing management, technical, or business case analyses and collecting, completing, organizing, and interpreting data relating to aircraft/weapons/project acquisition and product programs.
Desired Experience:
At least 10 years of experience supporting NAVAIR programs.
Education Requirements:
MA/MS degree in Business or related field or BA/BS degree with supplemental experience is required.
