As a Transition Manager supporting the Department of Veterans Affairs (VA), Office of Information Technology (OIT). in DC Metropolitan area, you will help ensure today is safe and tomorrow is smarter. Our work depends on a Sr. Program Manager joining our team to support the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Software Product management (SPM) Office, Benefits and Memorial Services (BAM) Portfolio.

HOW THE TRANSITION MANAGER WILL MAKE AN IMPACT

LEADERSHIP:
  • Actively motivates the team, fostering a positive work environment, building morale, and encouraging continuous professional development.
  • Manage the team and oversee the successful completion of all tasks and assigned projects utilizing a Kanban methodology.


PROJECT MANAGEMENT:
  • Oversee comprehensive resource management, including workload balancing, skill allocation, and capacity planning.
  • Ensure program performance aligns with contract requirements, SLAs, KPIs, and federal acquisition guidelines.
  • Assist in developing and maintaining program documentation including work plans, IPT briefs, contract deliverables, and transition plans.
  • Effectively
  • Effectively manage these resources and schedules to ensure continuous service availability and timely project delivery without burning out the team.
  • Participate in the development of technical project plans, proposals, reports, and schedules.
  • Plan and prioritize new projects and system upgrades.


CUSTOMER ENGAGEMENT:
  • Drive the development of new capabilities that create tangible value for the customer.
  • Identify opportunities to improve IT operations and end-user satisfaction, implementing solutions to address those opportunities.


WHAT YOU'LL NEED TO SUCCEED

EXPERIENCE:
  • Minimum ten (10) years of experience in managing transitions for software applications, with a proven track record of delivering complex transitions on time, within budget, and to the required quality standards.
  • Minimum five (5) years in managing transitions for large-scale software applications transitions for enterprise-level applications.
  • Experience with DevOps practices and tools, such as continuous integration and continuous deployment (CI/CD).
  • Experience in managing transitions for applications with complex integrations, such as APIs, data migrations, or third-party integrations.
  • 7+ years of agile experience
  • Experience in managing transitions for applications with complex integrations, such as APIs, data migrations, or third-party integrations.
  • Strong understanding of IT infrastructure, including networks, servers, and databases.


SKILLS AND ABILITIES:
  • Experience in managing cross-functional teams, including developers, testers, infrastructure specialists, and other stakeholders.
  • Experience analyzing complex technical issues and developing effective solutions.
  • Experience communicating technical information to non-technical stakeholders.
  • Experience in managing vendor relationships


TECHNICAL SKILLS:
  • Experience with IT service management frameworks and methodologies, such as ITIL, Agile, and/or CMMI.
  • Experience with project management tools, such as JIRA, Asana, or MS Project.


EDUCATION:
  • Bachelor's degree in business, Computer Science, or IT; four additional years of related experience may be substituted for a degree.


CERTIFICATIONS:
  • Project Management Institute (PMI) Project Management Professional (PMP)

  • Public Trust

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
