Accountant III

Position Summary

The Accountant III provides advanced accounting, financial analysis, and reporting support to the CBP Office of Finance. This position is responsible for performing ledger operations, analyzing transactions, preparing corrective action plans, reviewing internal controls, and recommending improvements to enhance effectiveness and efficiency. The Accountant III also prepares reconciliations, charts, graphs, spreadsheets, issue papers, and interprets financial and accounting data for program officials, managers, and supervisors.

Essential Functions

  • Extract and analyze data related to CBP program activities from CBP and DHS systems.
  • Perform ledger operations, including reconciling assigned General Ledger (GL) accounts and preparing journal vouchers for adjusting entries. Analyze financial transactions, identify discrepancies, and prepare corrective action plans.
  • Review and assess internal controls, recommending improvements to processes and procedures.
  • Prepare and analyze accounting and financial reports, including responses to audit findings and regulatory requirements. Interpret and apply laws, regulations, decisions, and rulings to ensure conformity with Generally Accepted Accounting Principles (GAAP).
  • Provide professional accounting advice, guidance, and data interpretations to stakeholders.
  • Process, reconcile, and report on budget execution and inter-agency agreements (e.g., G-Invoicing).
  • Prepare charts, graphs, spreadsheets, and issue papers to communicate findings and recommendations.
  • Articulate analysis and recommendations orally and in writing to management and non-technical audiences. Coordinate with auditors, respond to requests for information, and support audit processes.
  • Perform other duties as assigned in support of finance and revenue operations.

JOB SPECIFICATIONS/Qualifications

  • Must be a U.S. citizen.
  • Bachelor’s degree (four-year degree) with a major in accounting.
  • A minimum of five years of work experience performing similar accounting work.
  • A minimum of two years of work experience with the standard general ledger.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Proficiency in communicating analysis and recommendations orally and in writing to management and other non-technical individuals.
  • Excellent analytical and decision-making skills.
  • Proficiency with Microsoft Teams, Word, Outlook, Access and use of multiple monitors.
  • Must have strong intermediate skills using Excel to include writing core lookup and conditional functions, building PivotTables, and structuring clean data sets.
  • Prior experience with SAP, ServiceNow, and Concur software systems is beneficial, but not required.
  • Must be able to successfully complete the required U.S. Government background investigation and security clearance process. The selected candidate must be able to obtain and maintain the security clearance required for the position as a condition of employment and continued employment.

OTHER ESSENTIAL REQUIREMENTS

Computer Skills: Proficiency with computers and ability to navigate/enter information into established databases and Microsoft Office products.

Language: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Communication: Ability to communicate effectively in writing and in person as appropriate for the needs of the audience.

Customer Service: Ability to address all customer inquiries with a pleasant and patient demeanor.

Math Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratio, and percent and to draw and interpret information. Ability to choose the right mathematical methods or formulas to solve a problem.

Reasoning Ability: Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables.

Work Environment: When on site, work is performed in an office cubicle environment with low noise level.

Physical Demands: Employee will have consistent and direct visual contact with multiple computer monitors.

Other Demands: Must comply with company policies including but not limited to those involving safety, protection of privacy, cyber security, and general conduct.

This position is primarily remote; however, the employee may be required to report to the designated CBP office or other government-approved worksite as needed to support contract requirements, meetings, training, audits, or other business needs. Candidates must reside within a 50-mile radius of the designated CBP office and be able to report onsite when required.
