Position Overview
KeenLogic is seeking an experienced Federal Proposal Manager & Writer to lead the development of high-quality, compliant proposals while supporting the company's overall business development and capture efforts.
This position is responsible for managing the proposal lifecycle from opportunity identification through submission, coordinating proposal activities across internal teams, writing and editing proposal content, ensuring compliance with solicitation requirements, and maintaining proposal assets and documentation.
The ideal candidate is an exceptional writer, highly organized, detail-oriented, and comfortable managing multiple deadlines simultaneously. They should also be passionate about improving proposal processes through automation and AI-enabled tools while supporting business development initiatives that position KeenLogic for continued growth.
This is a full-time position for candidates located in the DMV area. The role is primarily remote, with preference for candidates who are open to working onsite at KeenLogic’s Herndon, VA office once per week. Required Qualifications
- Bachelor's degree or equivalent professional experience.
- Minimum 3 years of experience managing and writing federal government proposals.
- Experience responding to RFIs, Sources Sought, RFQs, and RFPs.
- Experience managing proposals from kickoff through final submission.
- Strong proposal writing, technical writing, editing, and proofreading skills.
- Experience developing compliance matrices, proposal outlines, schedules, and submission checklists.
- Excellent organizational, project management, and time management skills.
- Strong written and verbal communication skills.
- Ability to manage multiple proposals and competing deadlines simultaneously.
- Experience collaborating with executives, technical subject matter experts, recruiters, and teaming partners.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
- Experience leveraging AI tools such as ChatGPT, Microsoft Copilot, Claude, Gemini, or similar platforms to improve proposal writing, research, editing, and workflow efficiency.
- Experience supporting federal capture management and win strategy development.
- Familiarity with GovWin, SAM.gov, Salesforce, FPDS, USAspending, GSA eBuy, and other GovCon market research tools.
- Understanding of FAR, IDIQs, GWACs, BPAs, and other federal procurement vehicles.
- Experience supporting proposals for IT services, cybersecurity, software development, professional services, staffing, or mission support contracts.
Proposal Management
- Manage the full proposal lifecycle from opportunity identification through final submission.
- Review solicitations and develop proposal schedules, compliance matrices, outlines, and production plans.
- Coordinate proposal efforts across leadership, recruiters, technical subject matter experts, teammates, and partners.
- Facilitate proposal kickoff meetings, color team reviews, and status meetings.
- Track proposal deliverables, action items, and submission deadlines.
- Ensure proposal compliance with solicitation instructions and evaluation criteria.
- Manage final production and submission activities.
Proposal Writing & Editing
- Write, edit, and review proposal sections, including executive summaries, technical approaches, management plans, staffing approaches, corporate experience, resumes, past performance, and transition plans.
- Analyze solicitation requirements and develop proposal response strategies.
- Conduct research to support proposal development.
- Edit proposal content for clarity, consistency, compliance, grammar, and formatting.
- Develop compliance matrices and proposal outlines.
- Maintain proposal templates and reusable content libraries.
- Research and qualify new federal contracting opportunities.
- Monitor GovWin, SAM.gov, agency forecasts, and other procurement resources.
- Support go/no-go decision meetings.
- Assist leadership with capture planning and opportunity strategy.
- Research incumbent contracts, competitors, customer organizations, and procurement trends.
- Support customer meetings, industry events, conferences, and teaming discussions.
- Assist with relationship management activities involving customers and strategic partners.
- Maintain business development pipeline information and opportunity tracking.
- Utilize AI tools to improve proposal writing, editing, compliance reviews, market research, competitive analysis, and proposal development.
- Identify opportunities to automate proposal and business development workflows.
- Develop repeatable templates, knowledge libraries, and proposal resources.
- Recommend and implement best practices for AI-enabled proposal management.
- Continuously improve internal proposal processes and documentation.
Internal Collaboration
- Work closely with executive leadership to identify growth opportunities and proposal priorities.
- Partner with recruiters to develop staffing strategies for proposal efforts.
- Coordinate with technical teams to gather solution content and technical approaches.
- Maintain proposal artifacts, resumes, past performance references, certifications, and corporate documentation.
- Support additional business development and growth initiatives as assigned.
- Producing high-quality, compliant proposals that are submitted on time.
- Improving proposal quality, efficiency, and organization across the company.
- Leveraging AI tools to streamline proposal development and business development workflows.
- Building and maintaining reusable proposal content and templates.
- Supporting leadership with opportunity research, capture activities, and proposal strategy.
- Becoming a trusted resource for proposal management, business development, and federal growth initiatives.
