Analyst - Regulatory Compliance in Remote at Circular Action Alliance

Role Overview

The Regulatory Compliance Analyst will be part of the National Program Operations Team and report to the Regulatory Reporting and Compliance Manager for California. This role operates in a highly regulated environment requiring precision, strong documentation practices, analytical rigor, and the ability to support work subject to regulatory review and audit.

The Analyst will serve as a key resource supporting California compliance and regulatory implementation, regulatory reporting activities, compliance governance efforts. The role will help systematize regulatory requirements, maintain compliance documentation and reporting frameworks, and support cross-functional teams in implementing California-specific compliance obligations.

This role will be primarily dedicated to supporting California's SB 54 implementation and ongoing compliance obligations, including statutory and regulatory analysis, regulatory reporting support, compliance oversight activities, and coordination related to CalRecycle requirements.

The Analyst will support the development and maintenance of compliance controls, reporting processes, decision documentation, and producer-facing guidance necessary to support implementation of CAA's approved Program Plan.

The role will provide regulatory, technical, and operational compliance support for the implementation of extended producer responsibility (EPR) programs, helping ensure alignment with applicable statutory, regulatory, and program plan requirements.

The position will assist in translating regulatory requirements into business processes, compliance tools, reporting frameworks, and internal guidance that support consistent and program implementation.

The Analyst will support the development and maintenance of reporting categories, fee methodologies, compliance requirements, and regulatory reporting frameworks across multiple EPR programs, with a primary focus on California.

The role will partner closely with Producer Services, Data & Analytics, Materials Management, Regulatory Affairs, and other internal stakeholders to support compliance implementation, reporting accuracy, risk identification, and regulatory readiness.

The Analyst will contribute to continuous improvement initiatives designed to strengthen compliance controls, improve reporting quality, enhance regulatory transparency, and reduce administrative burden for producers while maintaining compliance with statutory and regulatory requirements.

Key Responsibilities

California Regulatory Compliance & Implementation

• Support implementation and ongoing administration of California SB 54 statutory, regulatory, and program plan requirements.
• Monitor, analyze, and summarize California regulatory developments, including statutes, regulations,CalRecycleguidance, determinations, and rulemaking activities.
• Assist in translating regulatory requirements into operational processes, internal procedures, reporting requirements, and compliance controls.
• Support the development and maintenance of California compliance frameworks,obligationinventories, regulatory libraries, and compliance tracking tools.

Regulatory Reporting & Data Governance

• Support preparation, review, and quality assurance of regulatory reporting submissions, including annual reports, producer reporting outputs, and supporting documentation.
• Coordinate with internal stakeholders toidentify, analyze, and resolve reporting discrepancies, data gaps, non-submissions, and reporting inconsistencies.
• Support development and maintenance of reporting methodologies, assumptions, validation rules, and documentation used to support regulatory reporting obligations.
• Assist with documenting reporting requirements and business rules to support system enhancements and reporting process improvements.

Compliance Documentation & Audit Readiness

• Maintain documentation supporting regulatory interpretations, reporting assumptions, material classifications, and compliance decisions.
• Support development and maintenance of standard operating procedures (SOPs), decision logs, guidance documents, and compliance records.
• Assist with preparation of materials supporting regulatory inquiries, information requests, audits, and compliance reviews.
• Promote documentation standards that support regulatory transparency, consistency, and audit defensibility.

Producer Guidance & Compliance Support

• Support the development and maintenance of producer-facing guidance, FAQs, training materials, and compliance resources.
• Assist in evaluating and responding to compliance-related inquiries and escalations from producers and internal stakeholders.
• Support interpretation and communication of reporting requirements, material classifications, exemptions, exclusions, and compliance obligations.
• Coordinate with Producer Services to support consistent application of compliance requirements and guidance.

Material Classification & Reporting Categories

• Assist in developing and maintaining reporting category definitions, material classifications, examples, and supporting documentation.
• Support evaluation of material classification questions and reporting treatment decisions consistent with statutory, regulatory, and program plan requirements.
• Promote consistency in reporting approaches across business functions and applicable EPR programs.

Cross-Functional Collaboration & Risk Management

• Partner with Producer Services, Data & Analytics, Materials Management, Regulatory Affairs, and other internal teams to support compliance implementation activities.
• Identify and elevate potential compliance risks, reporting concerns, implementation gaps, and regulatory issues through established governance processes.
• Contribute to initiatives that improve reporting quality, strengthen compliance controls, enhance operational efficiency, and reduce producer reporting burden while maintaining regulatory compliance.
• Perform other duties as assigned.

Qualifications

• Required Bachelor’s degree (ideally in public policy, sustainability, environmental science, materials science, or a related discipline).
• Required at least 4+ years of regulatory compliance experience, with preference to regulatory, policy, or operational experience in EPR program implementation or related fields. 
• Experience with statutory and regulatory interpretation and compliance analysis. 
• Excellent analytical and problem-solving skills, with the ability to translate complex data into actionable insights. 

Preferred:

• Knowledge of the packaging regulatory landscape with preference for familiarity with California SB 54 or similar extended producer responsibility frameworks.
• Familiarity with producer responsibility organization (PRO) operations or packaging compliance reporting frameworks
• Experience working with or for regulatory agencies or supporting regulatory reporting processes
• Experience supporting California environmental or recycling regulatory programs

Compensation & Other Information

• Location: Remote from the United States of America
• Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidate’s relevant experience, skills, knowledge and experience.
