EEC Solutions is seeking a Contract Manager / Team Lead (CM/TL) to serve as the designated on-site representative for the Civilian Leadership Development School (CLDS) contract. The CM/TL manages all contractor and subcontractor personnel, ensures execution of all PWS requirements, and serves as the primary interface with the Contracting Officer’s Representative (COR). This position requires full-time, on-site presence unless otherwise approved.

Summary of Responsibilities:
The CM/TL oversees all contract personnel (25 Training & Development Specialists, 1 Instructional Systems Designer, and 3 LMS & Systems Design Specialists), ensures compliance with PWS requirements, manages staffing, recruiting, retention, backfill, and cross-training, and maintains communication with the COR. The CM/TL is responsible for monthly status reporting, personnel qualification compliance, and on-site leadership of contract operations.

Essential Duties and Responsibilities:

• Serve as EEC’s authorized on-site representative with full authority to act on all contract matters; maintain on-site presence during normal duty hours unless approved.
Manage and supervise all contractor and subcontractor personnel and ensure execution of all PWS requirements.
Submit monthly status reports by the 5th duty day each month, including planned vs. actual work, issues, and mitigation actions.
Disseminate official notifications (inclement weather, closures, emergencies) to all contract staff.
Designate and oversee the primary on-site POC and functional POCs for T&DS and LMS; notify the COR within 5 duty days of any CM/TL or POC change.
Coordinate all work-hour deviations with the Government’s designated representative before execution.
Lead recruiting, onboarding, retention, rapid backfill (10 business days or less), and cross-training; ensure all personnel meet required qualifications.
Manage CAC/base access processing, Visit Access Requests, required training records, and eCMRA labor-hour reporting.
Maintain personnel, organizational, and administrative control to meet contract requirements; provide work histories when requested.
Ensure all personnel use only Government-provided or Government-approved software.
Obtain COR/CO approval for Government-sponsored training and coordinate internal faculty development as authorized.
Report all contractor labor hours in eCMRA by 31 October each year.
Submit base access documentation, CAC request letters, personnel listings, and Visit Access Requests as required.
Ensure completion of annual Cyber Awareness, Force Protection, and CUI training; maintain training records.
Enforce FPCON, OPSEC, CUI, FOIA/Privacy Act, records management, and installation security requirements.
Ensure return of all CACs and base passes within 7 working days of status changes or contract completion.
Track performance across instruction, student support, ISD, LMS, reporting, staffing, and software compliance; implement corrective actions.
Maintain Emergency Mass Notification System contact data for all personnel.

Minimum Qualifications:

Required Education:
Bachelor’s degree (Management, Education, Leadership, Business, or related field preferred)

Required Experience:
3+ years managing or supervising personnel on federal service contracts (preferably DoD/DAF)
Experience with contract performance management: status reporting, staffing/backfill, quality control against PWS/QASP, and working with a COR/CO.
Experience with CAC/base access processes, eCMRA reporting, and CUI handling
If serving as a working lead in a CLIN seat, must also meet qualifications for the applicable PWS 4.0 labor category (T&DS or LMS)

Special Requirements:
CAC eligibility (fingerprint check + Tier 1 background investigation)
Must reside in or relocate to the Montgomery, AL commuting area
Full-time on-site work required

Preferred Qualifications (optional):

• PMP or similar credential
Experience at Air University, AETC, or DAF civilian development programs
Experience managing training, education, or workforce development contracts
Montgomery, AL local resident preferred
