About This Position
The Instructional Trainer / Learning Facilitator will support the National Ocean Service (NOS) Management and Budget Office (MBO) by planning, delivering, and assessing training programs across multiple formats and for diverse staff levels, from entry-level employees to executives. This role is responsible for curriculum delivery, training facilitation, assessment administration, and maintaining training records in accordance with program requirements.
Key Responsibilities
- Course Scheduling & Delivery
- Develop and maintain training schedules covering a variety of subjects and delivery methods.
- Deliver curriculum using adult learning methods in classroom, online, and hybrid environments.
- Effectively manage course logistics, time, and use of audiovisual/virtual platforms.
- Curriculum & Materials Support
- Provide subject matter expertise in providing feedback to refine user training programs, instructor manuals, facilitator guides, and learning tools.
- Learning Management & Recordkeeping
- Facilitate participant registration in the Learning Management System (LMS).
- Maintain accurate records of attendance, proficiency, and course completions in the LMS.
- Ensure training results and assessments are documented and reflected on individual transcripts.
- Assessment & Evaluation
- Administer, grade, and analyze assessments to measure learning outcomes.
- Evaluate training results to ensure alignment with learning objectives.
- Collaboration & Communication
- Communicate training opportunities to staff and leadership.
- Engage with colleagues in problem-solving and contribute to cross-training efforts.
- Complete all required training-related documentation and reports in a timely manner.
Required Qualifications
- Bachelor's degree in Education or related field, OR equivalent coursework and experience.
- Proven experience teaching or training in both classroom and virtual environments.
- Strong knowledge of adult learning principles and instructional delivery methods.
- Experience researching and validating course material for currency and accuracy.
- Proficiency with audiovisual systems, online learning platforms, and hybrid delivery tools.
- Ability to supervise practical application exercises during training.
- Must hold, or be able to obtain, required certifications for assigned curriculum.

- Strong organizational skills to manage multiple courses, audiences, and timelines.
- Ability to troubleshoot technical issues in classroom or virtual environments.
- Experience engaging with the full range of occupational levels, including executives.
- Effective written and verbal communication for training documentation and reporting.
Conditions of Employment
- Must complete NOAA IT Security, Records Management, and Safety trainings.
- May be required to travel occasionally for training delivery or meetings.
- All work performed on Government Furnished Equipment (GFE); compliance with NOAA/DOC IT and security standards required.
